Foreign Ministers To Meet In January WASHINGTON (UPD — For eign ministers of the American nations have agreed to meet next month for what could be the first step toward imposing sanctions against Cuba. The council of the Organization of American States (OAS) voted 14-2 Monday night in favor of the meeting. Only Cuba and Mexico opposed Colombias proposal for the conference, but five other countries abstained. The 21-nation group voted to have the foreign ministers consider the ’’threat to the peace and political independence of the American states that could come from the intervention of extracontinental powers aimed at breaking the American solidarity.” The ministers also were asked in the resolution to point put any threats that would “justify the application of measures for the maintenanct of peace and security,” “ This referred to possible sanctions against Cuba, which could include economic measures such as a trade'embargo. (UPU-A Jackson County grand jury next Monday will be asked to return • murder indictment against an 18-year-old AWOL Army private who has admitted shooting to death a polio-crippled Seymour, Ind., engineer. Robert Allen Jones, in custody of Chattanooga, Tenn., police on another murder charge there, admitted Sunday night he shot and killed Gerald Shibe. 54, after the engineer had given the hitchhiking soldier a ride. Shibe’s frozen body was found Thursday in a field near his home. He had been shot twice in the head, and his wallet and car were taken. Jones has also admitted the fatal shooting of Chattanooga cab driver John Womack, 28, whom he robbed of sls Nov. 29, and he claimed killing at least three other persons in the Chicago area. Chicago Police Sgt. William Keating was scheduled to arrive in Chattanooga today with files on all recent unsolved murders in the Chicago area. Jackson County Prosecutor Earl C. Kline said that unless Tennessee has an air-tight case of murder against the youth, attempts will be made to bring back to Indiana for trial. Jones told police that Shibe picked him up near Columbus, Ind. When they neared Seymour, he said, he ordered Shibe out of the car and into a field where he shot him with at German-made pistol. Jones was arrested with his brother, Edward, 24. in Gadsden, Ala., Friday night in connection with an armed robbery of a liquor store. Indiana authorities were notified when credit cards owned by Shibe were found on them. The soldier, who is AWOL from his Army post in Munich, Germany, said his older brother had nothing to do with the killings. Chicago police said they had connected Jones with at least one shooting and possibly a slaying in the Chicago area. Jones told Chattanooga authorities that he killed three persons in the Chicago area when he was there on leave last month. Keating was to fly to Chattanooga today with files on recent unsolved slayings in the Chicago area. Chicago authorities at first discounted Jones’ story. However, a further check showed Jones may have been telling the truth but mistaken in some facts concerning the shootings. Police Sgt. John Killackey said Jones told Chattanooga police that he had killed a cab driver in a gunfight in Chicago. Records disclosed that cab driver Peter J. Botzek was shot in the arm in a gunfight with a thief on Nov. 13. Botzek was left for dead, but survived. Jones also spoke of robbing and killing a man behind the Biograph Theater, where G-men killed John Dillinger in the 1930’5. On Nov. 15, Albert Angot, 65, was beaten to death in the rear of a laundromat near the Biograph. Killackey said this might have been the incident referred to by Jones. Killackey said Jones also confessed that he had killed a druggist in Chicago. He said police were still investigating their records to see if that story was true.
