The Hoosier Chameleon The Hoosier chameleon, Homer “Moneybags” Capehart, is at it again. Everyone knows what a chameleon is —a lizard that changes its color to ’suit whatever background it’s against at the present time — an opportunist of the animal world. It has no principle color — it changes to suit its environment. A political chameleon is quite similar — without principle, he will make any statement to any group, depending on the situation. Now, Homer Capehart, the Washington, Ind., millionaire, is well known for his sudden about-faces. During his first term of office he was as anti-labor as a man could be. In 1948, when Harry S. Truman unexpectedly defeated Dewey for the presidency, Capehart took a look around, and realizing that he would be up for reelection in 1950, made public statements that he favored repeal of the Taft-Hartley law, which he voted for in the first place. But as the Taft-Hartfey argument slowly died out, Capehart was again found in the ranks of those adamantly opposed to any form of organized labor. Now for the past 4ft years, during his third term (this phrase used to be anathema itself to Republicans), he junketed all over South and Central America and the Orient (at the taxpayers expense, of course) “seeing what was needed”. As a result of this, during the Eisenhower administration he was very much in favor of big spending for ( foreign appropriations. In 1957, he voted for multi-year borrowing authority for the Eisenhower administration, the Morse-O’Mahoney amendment. But times have again changed. Now it is popular once more to decry foreign spending. Although he doesn’t come right out and say so, you can’t help but get the opinion that Capehart and the other 27 new anti-foreign-aid Republicans are just thoroughly disgusted with their own RepublicanEisenhower administration of foreign affairs. Anyway. Sen. Canehart has now decided that he is against long-term foreign aid. If times were not so serious, Sen. Capehart’s os-trich-like head-in-the-sand attitude might just be ludicrous. But times are serious. We are on the brink of war. This is no time to cut back a program that needs urgent, immediate expansion. If errors have been made in the past, let’s correct them. Enumerating errors does not in itself prove the program is wrong. In fact, had a long-range program, instead of a short-term, annual program, been possible, perhaps many savings could have been made. This is no time for political chicanery — it is ' a time for statesmanship. If Sen. Capehart, and his friends, can offer no positive program — if they can only say “no, no, no” to other peoples programs — then it is high time they retired, and allowed thinking men to take their places in Congress. .J. . .... - - - " Editorial Writer Today Dick D.
