McCloy returned to Moscow today after two days of talks with Soviet Premier Niljfita Khrushchev that touched on President Kennedy’s Berlin crisis speech. -**• —* McCloy, back from Khrushchev’s Black Sea vacation retreat, refused to disclose what the Soviet premier had to say about Kennedy's message on Berlin. “I am not here to discuss matters relating to Berlin,” McCloy l told newsmen. McCloy said Khrushchev sent his regards to Kennedy but had no special message for the U.S. President. McCloy, who is Kennedy’s spe- j cial adviser on disarmament, was expected to resume disarmament talks Friday with Soviet negotiator Valerian Zorin. He told newsmen he still hoped “we can work out something constructive” on long range U.S.Soviet disarmament plans. Presumably, the principle subject of the Black Sea talks was disarmament. That is what McCloy and Zorin have been discussing for several weeks, first in Washington and then in Moscow. But it was highly possible that Khrushchev commented on Kennedy’s Berlin speech of Tuesday night since he talked with McCloy after the speech. McCloy was expected to file an immediate report on his conversations with the Soviet leader as, soen as he arrived in Moscow. McCloy’s negotiations with Zorin have accomplished little so far. Even Zorin hasdescribed them as "fruitless" to date. , There was little indication here this morning that a break-through was imminent since" the Soviet press and radio were full of sharp charges that Kennedy’s Berlin speech was warlike and simply an excuse to step up the arms race. GOP (Continued from page one) deficit for the current fiscal year would be in “the range of $7 to 110 billion.” Byrnes said that if Congress cuts the “fat” from non-defense spending and the government still needs more tax revenue, Congress should not hesitate to increase taxes, regardless of the recommendation of the President.

December such cards should be up to date. Previously they were three years out of date, he said. Replying to Indiana state auditor ’Mrs. Dorothy Gardner’s charges Wednesday that Welsh was the Keystone of f ‘a gigantic hoax" to downgrade Indiana’s economy, Welsh said “the figures are there and her office furnished many of them.” “Revenue was not living up to estimates and if the trend continues we would have been in serious trouble," Welsh said. Thre is no element of a hoax. This is just the bitter facts of life.”
