Boy Scouts and Camping The following speech was given Tuesday evening in Indianapolis on the occasion of the Central Indiana Council, Boy Scouts of America, victory dinner, by Gov. Matthew E. Welsh. Since the Anthony Wayne council, including the Decatur - Monroe - Berne - Geneva scout groups, is vitally interested in camping, most of the speech is included. "Just one month ago tonight in addressing a meeting of Indiana Farm Bureau women leaders I said, "If I were to choose the single thing for which I hope my administration of state government will be remembered, it would be that we made measurable progress during four years in meeting the needs and problems of our young people." “The Boy Scouts, not only in the Central Indiana Council but throughout the state, have achieved an enviable record in providing wholesome camping experiences for many thousands of boys. This is excellent, but as you are well aware, much more remains to be done before every Hoosier youngster has the opportunity to discover the great outdoors... the fun and healthful excitement of camping in the open. "The Boy Scout oganization is doing its share to meet this need as are many other fine civic groups. I am asking you now to do more than your share to help bring to many more thousands of young people the camping experiences you provide Boy Scouts in this council. “You know that the recently adjourned General Assembly established a Study Commission to investigate the means by which camping can be made available to many more of our young people. It is my hope that this „ commission will find the way that the State of Indiana can cooperate with and use the personnel and facilities of established youth agencies to broaden substantially the camping program in the state so as to make this type of activity available to many more young people. “It is also my hope that by the use of presently available land and facilities belonging to the state, and by coordinating the efforts of existing agencies engaged in working with young people that all such organizations can broaden their programs and reach more youngsters. “The principal problem facing supervised camping activity in Indiana is actually not so much expanded facilities, as it is finding the people who can supervise the youngsters and manage the camps. “Our need appears to be for more trained and experienced camping supervisory personnel, dedicated to creating the happy combination of freedom and discipline without which several weeks in camp during the summer months have considerably less value. “Through the Boy Scout movement in Indiana you are producing a large number of young men who have had years of camping experience, who have high moral character, and who can perhaps form a nucleus for the camp supervisory personnel need in the years to come. “Many of your advanced Scouts have already assumed such responsibilities in Boy Scout camps. Perhaps many more are qualified for such responsibilities but lack the opportunity. “This then is a further challenge to you as adult leaders in the Boy Scout movement. Will you help the State of Indiana enlarge the camping program of the state, through whatever private agencies offer such a program, so that every Hoosier youngster, boy and girl, will have the opportunity to participate in camping? “Will you consider giving advice and assistance to the Camp Facilities Study Commission as it seeks the most effective means by which such a broadened program can be brought about? “If you will do this, and if other organizations concerned with the young people of our state will be equally cooperative, we will make progress in meeting some of the problems of young people in Indiana. Serving will start at the school at 6 o'clock. All tickets, have been sold for the fish fry, and none will be available at the door. All stockholders are invited to the annual meeting at 8 o’clock, following the fish fry.
