Senator Scott Proposes Bill For Distressed WASHINGTON (UPI)--Sen. Hugh Scott, R-Pa., proposed today a $214 million area redevelopment bill designed to stimulate the economies of states hard hit by chronic unemployment. Scott’s bill differed in several respects from the $392 million Democratic proposal expected to receive the support of Presidentelect John F. Kennedy. The Democatic program to help depressed areas was introduced in the House Tuesday by Rep. Kenneth J. Gray, D-Ill. Sen. Paul H. Douglas, D-Ill., was scheduled to offer the same bill in the Senate today. Scott’s bill, in addition to offering a less costly plan, also differed in the financing and administration of an area redevelopment program. He emphasized in a statement that his bill proposed a program to be “financed out of appropriated funds, and not by back-door Treasury financing." This referred to a section of the Douglas bill which would allow the Treasury secretary to finance portions of the program by selling bonds. Scott, former GOP national chairman, also suggested that the Commerce Department was the “logical" agency to handle such a program. The Douglas bill poposes a separate governmental agency to do the job. The Pennsylvania Republican’s bill also proposed lending money

Both bills were similar to legislation introduced by Scott and Douglas during the last session of Congress. Generally, they favor a loan and grant program to stimulate investment and bring in new industry to areas dogged by long-term unemployment. Congress last year approved a $251 million area redevelopment bill. But it was vetoed by President Eisenhower. Foundation Forms At Wabash College Burn CRAWFORDSVILLE, Ind. (UPI)--A thundering explosion demolished a B47 stratojet on takeoff Wednesday night, killing all four men aboard. Air Force investigators today sought the cause. The blast rocked the six jet medium attack bomber seconds after its wheels cleared the runway on what was described as a routine training mission. The Air Force would not say if the plane was armed. Witnesses said a second explosion occurred as the $1.9 million craft slammed to the ground and skidded along the runway for nearly a mile, hurling fiery debris in every direction. Several small fires were started in woods where the wreckage finally stopped. The Air Force identified the victims as Capt. C T. Weller, 28, Germantown, Md., aircraft commander, 1st Lt. Ronald J .Chapo, 26, Allen Park, Mich., pilot, 1st Lt J.A. Weatherbee, 27, Marshall, Minn., navigator, and Staff Sgt Stephen J. Merva, 23, Whitney, Pa., crew chief. The bodies of the four crewmen were recovered from part of the wreckage a short distance from where most of the plane came to rest. The weather at the time of the accident was clear and cold. Snowbanks lined the runways but Air Force officials said this did not interfere with aircraft. mitory under construction on the Wabash College campus Wednes day. Herschell Hull, 52, Lafayette a foreman for the construction company, was burned slightly and treated at a hospital.
