Noted Lawyer Joseph Welch Dies Today HYANNIS, Mass. (UPD—Joseph N. Welch, 89, New England lawyer who gained fame in the Army - McCarthy hearings six years ago, died today at Cape Cod Hospital. Welch, whose dry humor devastated courtroom opponents, suffered two heart attacks, fee first was stricken Sept. 8 at his Cape Cod home. His wife was with him when he ! died at 10:24 a m. EOT. Joseph Nye Welch was a “lawyer’s lawyer” who was catapulted to fame on coast-to-coast television. The publicity led to an important role in a mit Hollywood movie and later the role of mystery story raconteur in a TV series. Welch was born erf English parents at Primghar, lowa, Oct. 22. 1890. He credits his mother, who had worked as a domestic in his uncle’s borne, with pushing him forward in his studies. He earned straight A's in high school because, “she wouldn't accept anything less.” “My mother worked miracles,” the soft-spoken Welch would say of his youthful training. He was Phi Beta Kappa at Grinnell College and No. 2 of the Harvard Law School class of 1919, but to graduate he had to raise tuition by selling maps and flagpoles, waiting on table and mixing cement. Welch seldom admitted winning a case but recalled with photographic accuracy the details of those he lost. The retiring life he led at home in suburban Walpole and on Cape Cod (preferring to loaf and fish, "in that order”) was in contrast to the glare of publicity upon his appointment as Army counsel in 1954. It was Welch’s job to defend the Army against charges by Sen. Joseph McCarthy, R-Wis., that the service was infiltrated by Communists. Approves Creating Watchdog Division INDIANAPOLIS (UPI) —The Indiana State Tax and Financing Policy Commission has tentatively approved creation of a new “watchdog” division to spot errors and inequities in property tax assessment and collection. The auditing division would be within the State Board of Accounts. Dr. James B. Kessler, commission director, said the proposed agency would spot omitted property, keep a close check on business inventories and conduct investigations that would require new businesses to be placed on the tax lists immediately. The bill creating the division, which must be passed by the Indiana Legislature, would give the State Board of Accounts power to withhold some state funds from local communities who refuse to correct assessments as ordered by the tax auditing division. The agency also would have access to federal income returns for cross-checking business inventories. Kessler said the proposed division is patterned after a similar agency in Ohio. He said Ohio adds about sl2 million a year to state tax revenue because of tax inequities corrected by the special division. Burglary Suspect Killed At Capital ! INDIANAPOLIS (UPI) — Police shot and killed a burglary suspect , in an alley near a jewelry store where a window was shattered in j a break-in today. The suspect was identified as ‘ ’Diomas Edward Burnett, 38, Indianapolis.

Warning shots were fired at a fleeing figure seen running from Bakemeir Jewelry Store. The shots were fired by a merchant policeman, Eural Lunsford, 45, and by Sgt.
