U. S. And Russia Head To New Clash
’ . 1 UNITED NATIONS, N.Y. (UPI) —The United States and Russia were headed for a new clash in the Security Council today, this time over the violence-stricken Congo. Fresh com telling each other to keep "hands off” Cuba, the two principal powers of East and West were expected to trade verbal punches over meddling in the new African state. The Soviet attack was expected to be particularly bitter because of the rebuff it received when the Security Council voted Tuesday to transfer Cuba’s complaint against the United States to the - Organization of Aiperican States. The vote was 9-0 with Russia and Poland abstaining.

Demand UJ3. Withdrawal The Kremlin started laying the groundwork for the Congo debate by delivering a stiff note to the U.S. Embassy in Moscow Tuesday demanding that U.S. troops in the Congo be withdrawn immediately. There are only about 50 U.S. soldiers and airmen in the Congo helping direct air and land traffic around Leopoldville and operate helicopter and light planes for spotter and rescue work. They are under the U.N. command and so far as was known the Congolese government had not objected to theiF presence. U.N. Postpones Meeting The Soviet delegation was expected to represent itself as the champion of the shaky Congolese
government, just as It supported the Fidel Castro regime in the Cuba debate. The 11-nation council was to have met this afternoon to hear Secretary .General Dag Hanunarskjold’s report on the organization and dispatch of the U.N. force to the Congo. But the meeting was put off until tonight to allow time for two Congolese cabinet ministers and Belgian Foreign Minister Pierre Wigny to get here.
