In I*9®. all of Decatur*. many, many grocery Mere. were locally owned and locally run. Today, three of the four huge Mupermarkcla are chain .tore*, and other groceries get only the neighborhood whopper*. The nature of buaineaa has changed l»eapite democratic opposition that brought about the anti-trust laws, corporate buaincM is gradually easing private, individual ownership of business out of the way. Today business is ofierated scientifically, and only those properly trained, well-duanccd. and looking ahrad, can succeed. _ Decatur, three years ago. reached the crossnsds. Would Decatur bond itself for an additional million dollars. raise electric rates, and try to compete with big electric companies in distribution of power? Or would they sell the plant for the best price possible, and invest the money, using it to help improve the city and reduce taxes? After a bitter two-year battle between the many partisans of both sides, the latter path was chosen. Not everyone agrees with the decision. But now. under the leadership of Mayor Don Gage, both sides are pledged to accept the decision of the voters, and all will do their best to see that Decatur develops into a bigger, better city. The path ahead will not be all roses. Power will not improve immediately on July 1. it will take several months to complete even temporary improvements, and li., years to get the full advantages of sufficient power properly regulated to every Decatur area user. -But at least the improvements are now on the way. I&M has started a dollar improvement program hgre Decatur has been discussing doing something for four years; but so far little has been accomplished. Now there will be action. Unfortunately, city-owned utilities in Indiana must be regulated by the regular city government, under the council and mayor, all of whom have to stand for election every four years. In this day of rigorous competition there is no room for local political decisions in a utility. Perhaps, if our former leaders had been farsighted enough the present decision could have been avoided. But that is just a perhaps. More probably we were quite fortunate that no more money will he wasted in trying to do a task which was not sufficiently financed jo efficiently produce electric current today. — -
