The five-day outlook said temperatures will average 6 to 10 degrees below normal highs of 44 to 60 and normal lbws of 28 to 42, with the greatest departure from > normal being in the south portion. N Y.. «UPD— Authorities said today they are setting up a narcotics school for about 100 high school and college students who have been attending ‘ regularly held narcotics parties in . one qf the nation's richest counties.
