Sen. Kennedy Stays Out Os West Virginia WASHINGTON <UPI> — Sen John F. Kennedy appeared today unlikely to pick up Sen. Hubert H. Humphrey’s challenge to fight it out in the May 10 West Virginia presidential primary. Humphrey iD-Minn.i said he still was weighing Kennedy's <DMass > invitation to meet tn the Nebraska primary the same day as the West Virginia contest But he indicated his decision would be to stay out. Humphrey said West Virginia offered a better “cross section” test than Midwestern primaries. Kennedy further showed that he will carefully choose his primary contests by formally withdrawing from the April 12 Illinois race in which he had been entered by Lar Daly, perennial candidate fpr various offices. Enter* New Hampshire Race A Humphrey supporter, meanwhile, officially entered New Hampshire’s March 8 primary as a candidate for convention delegate favorable to Humphrey. Kennedy already has entered the New Hampshire contest. A Humphrey aide here said "the New Hampshire action was taken without Humphrey’s knowledge and “does not represent an effort by Senator Humphrey to enter the New Hampshire primary." Kennedy supporters in New Hampshire took steps to remove Daly and hillbilly singer Elton Britt from the primary ballot there. The Kennedy backers said they wanted to keep what they called “publicity seekers” out of the race. Kennedy and Humphrey have signed up so far to clash head on only in the April 5 Wisconsin primary. A defeat in Wisconsin could hurt Kennedy and virtually wreck Humphrey in the Democratic presidential contest. „ . * Challenge By Inference Humphrey announced Thursday, he would enter the West Virginia primary. By inference, he challenged Kennedy to compete with him there. “Since there are a number of candidates who want primaries, I invite them in." Humphrey said. Kennedy has said repeatedly that any Democrat seeking the nomi; nation should put his popularity on the line in primaries. Humphrey expressed confidence he would defeat Kennedy in Wisconsin.

Says Castro Favors Neutralist Policy HAVANA (UPD — Foreign Minister Raul Roa declared Thursday night that Premier Fidel Castro’s revolutionary regions favors a policy of neutralism and “free, peaceful coexistence ... with all the world." In a televised interview. Roa said Cuba does not want to form part of any bloc of nations as opposed to any other bloc. He added, however, that present-day power politics make this goal difficult to achieve. “The important thing is to try to make power politics disappear in favor of free, peaceful coexistence,” he said. Roa said' also that “the U.S. political attitude toward economic liberation of countries in which U.S. interests are Involved" was the main cause of bad feeling between the United States and Cuba. He declared that President Osvaldo Dorticos Torrado’s televised reply to President Eisenhower's recent comments on Cuba was official even though it was not presented formally to the U.S. embassy. , Roa said also that 250 tons of Cuban sugar cane were destroyed Thursday by incendiary bombing planes “from the North,’ but he did not blame the United States directly for the raid as Cuba spokesmen have done in the past.
