But the president's meaaage was anything but popular with those who read it. First of all. It proposed, among many other things, a one-half cent raise in the Federal gasoline tax. It’s about time the American driver called a screeching halt to the Federal government’s bland idea that the auto drivers of the country should pay for roads built to carry commercial traffic. Sure, American drivers want good roads—for their cars. If heavy expensive roads for truck traffic have to be let the truckers pay for them. Let s not bankrupt every American just to provide free roadways for one medium of commerce. And then came the perennial postage rate increases. Now they want a five-cent letter and an eight-cent air mail This is preposterous. In the first place, raising rates actually cuts Income from postage; this happened in the 1920’5, and again last year. There is no need to raise first class postage. First-class is paying its own way, and nearly everybody else’p. However, if the tax- \ payer, worker, and farmer wants to continue to subsiLife Magazine (and the Decatur Daily Democrat) by paying more for its letters and post cards, why the President will be very happy. Certainly no one will object to a crack-down on tax cheats. That was one bright spot in the President’s message; it’s nice to know that after seven years in office he finally decided that someone isn’t paying his share. The master-stroke of all, and one of the most expensive in the entire message, is the one on interest yates. After careful manipulation of interest rates to the highest point since 1929 (remember that year?), our pro golfer suddenly discovers that 12% of all the Federal spending is going for interest. Now, says the President, the.way U>cut that .interest is to remove the 4*4% ceiling on long-term money, raising it, so that the governq ment can put out long-term securities at 5%, or any oths.. er figure it desires. Now, how higher interest rates will lower expenditures on interest, especially when they will be for long periods, he does not explain. Perhaps his ghost writer didn’t go into, detail with him. But has he carefully thought out what effect such •higher long-term rates will have on the stock market ? Won’t thousands take their savings out of unpredictable stock and put the money in governments, thus panicking the stock market? Undoubtedly President Eisenhower will go down in history, like President Grant, as a fine general, but a poor administrator.
