Differ On Removal Os Interest Ceiling WASHINGTON <UPI» — Lawmakers differed today about whether President Eisenhower has a chance of persuading Congress in its brief election-year session to remove the 4Vs per cent interest ceiling on government bonds. Administration backers were encouraged by the fact that Democratic leaders displayed willingness to consider the legislation, even though Senate or House floor action probably#would produce a party-splitting battle. Rep Lee Metcalf <D-Mont.), leader of a liberal Democratic bloc, conceded the legislation has a "50-50 chance” of House passage despite opposition from his group. But he insisted that it hasn’t a chance in the world’’ of getting through the Senate. Hearings by the Senate Finance Committee probably Will provide the first real test of public and senatorial sentiment on the issue. Committee Chairman Harry F. Byrd <D-Va.> who favors the legislation. plans hearings soon. The last session of Congress rejected the proposal, first submitted by the President last June. The President renewed his request in a special message Tuesday. He termed its enactment “imperative” to the nation's continued economic growth.

No Political Motive Behind Russian Tests NICE. Franc# i UP!’—Top Soviet apace scientist Anatoly Blagonravov aaid today there was no pre-summit political motive behind Russian plans to test-fire new and more powerful rockets in the central Pacific. He (aid the only reason for the tests Jan. 15-Feb IS. "la the need to experiment with bigger and more powerful rockets over greater distances as we tackle new problems In our apace programs." Blagonravov scotched sjarculation that the rockets would b# nu-clear-powered. He a lab said they would not carry "explosive nuclear charges." But he said the rockets are powerful enough to hurl a manned vehicle Into space, adding that It does not necessarily follow that this is the basic purpose of the test series.
Blagonravov, who heads the three-man Soviet delegation to the first International Space Symposium which opened here Monday, said there was a "very simple reason" for the selection of the target area in the pacific between the Hawaiian Islands and the GU* bert Island*. “We had to choose an area where we could send ships to observe the results of the experiments,” he said. "It would be hard to send ships to the north polar regions. At the same time, we had to choose an area relatively free of shipping." Nobel-prize winning U.S. scientist Harold C. Urey, one of the 65 Americans at the conference, said he believed the Pacific tests are pari of the Soviet military missile development program. "I don’t see what we re getting so excited about." he said. 1 think it’s the Russian equivalent of Cape Canaveral. We’ve got to test our long-range rockets over the ocean and so do they."

No new "heat” marks were set Tuesday in the latest chapter of ; abnormally warm weather, but i the mercury advanced to 69 at . Evansville. 66 at Indianapolis and ; 60 at Lafayette, with South Bend t and Fort Wayne barely below the ' 60s. New rainfall of around 1% inches at South Bend and Lafayette for the 24-hour period ending at dawn today raised the two-day totals to around three inches at South Bend. But the heavy rain in the far north was not matched elsewhere around Hoosierland. Indianapolis had less than half an inch, Evansville even less. The warm, moist air was due to, stay in Indiana for a few more days, at least. The five-day outlook called for cooler but still above-normal temperatures today and only minor changes through next Monday. Rain totaling nearly tl an inch was expected Thursday and Friday and again about Sunday. The 66-degree reading at Indianapolis Tuesday was only three degrees off the all-time record for the date. Overnight lows today ranged from 39 at South Bend to 59 at Evansvile. Today’s highs were exDected to range from the 40s north to near 60 south, tonight’s lows from the 30s to the 40s, and Thursday’s highs from the low 40s to the low 50s. Express Regret On Shaving Incident SEOUL, Korea <UPI> — U. S. Ambassador Walter P. McConaughy and United Nations Commander Gen. Carter B. Magruder today expressed official regrets to Korea over an incident in which two American soldiers shaved the heads of two Korean prostitutes. The two prostitutes were trespassing on a U. S. Army reservation looking for customers when they were caught and shaved, but the incident created a furor in Korea. The Army captain who ordered the head-shaving was relieved of his command.
