Sen. Allen J. Ellender <D-La.’, chairman of the Senate committee. said the President "again failed" to make any new proposals. Rep. Harold D. Cooley tD-N.C.i who heads the House committee, [ took an even more critical apI proa ch. Cooley sniped at Agriculture i Secretary Ezra T. Francis Case and Karl E. 1 Mundt, both of South Dakota, T complained there was "nothing: ■ new” in the President's farm re-1 I marks. | Sen. Milton R. Young (R-N.DJ feared the message "won’t be well received at home or in Congress.” Sen. Richard B. Russell <D-Ga > said the President failed to "indicate a willingness to apply any remedy except the Benson formula of lower prices and lower farm income.” Almost immediately after Eisenhower concluded his State of the Union message. Ellender introduced a wheat bill of his own and announced he planned to hold early hearings on it. Eisenhower did not spell out any specific farm recommendations, but the adninistration is expected to call for elimination of all wheat acreage controls and a new price support system based on 75 per cent of the wheat market price for the previous three years. The present system provides for acreage controls plus props set at 75 per cent of so - called “fair price” parity. Ellender’s bill, similar to a suggestion made at the last session of Congress, would trim wheat acreage by 20 per cent in 1961 and provide price props set at 80 per cent of parity. The next year there would be an additional "5 per cent acreage cut-back and a 5 per cent drop in props. The support price level would continue to drop until 1964, when it would be set at 65 per cent of parity and remain there for subsequent years. The acreage cut-, back over only a two-year period would total a 25 per cent reduction. —II Ohio State University economists predict an increase of adout five per cent dr more in U.S. consumer spending during 1960.
