McDonald today entered contract negotiations with five aluminum ' companies. McDonald was expected to push ' wage demands to the forefront in seeking settlements with the nation’s major aluminum producers in an effort to force the ; steel industry to resume bargaining on union terms. USW representatives have met separately with aluminum company negotiators for the past few days, but the talks so far have centered mostly on non-economic issues. The talks cover more than 30,000 workers represented by the USW. Industry-union contracts expired July 31, but an Aug 1 strike threat was erased by extensions, subject to cancellation by either side on 10 days’ notice. The firms are Aluminum Company of America, with about 16,000 USW employes; Ormet Corp., 1,400; Olin-Mathieson Aluminum Division, 800; Reynolds Metal Co-, 8,000; and Kaiser Aluminum and Chemical Corp., 7,500. The Steelworkers president arrived in Chicago by plane Sunday and almost immediately accused the steel industry of trying to “confuse the minds” of the public . and Steelworkers over issues in : the steel ' - . McDonald and Joseph L. Block, board chairman of the Inland Steel Co., debated steel strike issues and exchanged heated barbs during a 41-minute radio and television Speaking of steel contract pro- . posals, McDonald said, “We have t offered change after change to the steel industry negotiators, all of which have been completely unacceptable to them.” Block objected to the union’s wage demands. “I fail to understand how we could possibly offer a more generous package and still be within the limits of a noninflationary settlement of this dispute,” he said. Soviet Russia Confident Os Navy Strength LONDON (UPD — Russia apparently believes its unmatched submarine force could cut the Atlantic lifeline between Britain and the United States in any new war, it was reported today. The 1960 edition of Jane's Fighting Ships, the standard world naval reference, says the Russians seem to be confident they can prevent the Anglo-American navies from gaining control of the vital waters near Europe and Asia. Their fleet of 500 submarines—including guided missile and atomic-powered underwater craft —could, in the Russian vigw, “wreak great havoc” on the 25 million tons of American 20 million tons of British shipping, Jane’s said. The authoritative naval reference book noted there had been a considerable increase in Russian naval activity on the high seas in the past year. “Russian leaders have stated,” wrote editor Raymond V. B. Blackman, “that in a future war the struggle at sea will be of immeasurably greater consequence than it was in the last war. “They well realize the vital importance of the positive control of the seas in the grand strategy of Great Britain and the United States and their clear intention is to isloate North America from western Europe in the event of war.” Blackman said Russia's navy has now reached a stable size and its leaders are experimenting with "considerable technological and scientific advances” with the object of providing “a well-balanced fleet which can operate in any pari of the world.” He noted Premier Nikita S. ithrushchev's “surprising” comment. during his American tour that Russia would scrap about 90 per cent of her cruisers—surprising because most Soviet cruisers are modern and both the United States and Britain consider this type of warship a valuable weapon. “The cruiser comes into its own in a limited war,” Blackman wrote, “in police actions and in the warning role.” Speculating on Russia's reasons for dropping them he said: 1 Seat Cover Repair Ydft can treat snags and wort places on your automobile seat covers with some starch. Eugene Dennis Out As Red Party Head By JAMES L. KILGALLEN United Press International NEW YORK (UPD—The American Communist Party early today took the party leadership away from Eugene Dennis and elected veteran left winger Gus Hall general secretary. Hall’s election foreshadowed a more militant policy by the party in an effort to encounter a declining membership. Dennis was elected to the newly created position of chairman during a closed-door session ending the party’s 17th national convention hereParty spokesmen said Dennis and National Secretary Benjamin J. Davis would participate fully with Hall with “a certain equality.” But the spokesmen made it clear that Hall, former midwest secretary, was now the top Communist. Party leaders vigorously denied reports throughout the four-day convention that there was a movement afoot to “dump” Dennis, who had been ’national secretary since 1945. They said early today that all the officers were elected unanimously by the.6o-man national committee. Dennis did not attend the convention in Harlem’s Theresa Hotel. He has been under'a doctor’s care at his New York home since he suffered a mild heart attack Tuesday. the day after he appeared before the Senate internal security subcommittee in Washington. Hall, 48, has been a party member for 32 years and was one of 11 top Communists convicted under the Smith Act in a bitterly fought trial here in 1949. Federal Judge Harold Medina sentenced him to eight years in Leavenworth. He served 5*4 years. The convention chose the national committee shortly after midnight today, and the committee then elected the party's eight top officers. These are: - William Z. Fster. 78, chairman emeritus. Foster, 78, still is under a 1948 Smith Act indictment for conspiring to teach and advocate the violent overthrow of the government, but he has not been tried because of illness. Eugenfe Dennis, New York, chairman. . , Claude Lightfoot, Chicago, a Negro, vice chairman. Elizabeth Gurley Flynn, New York, vice chairman. Benjamin J- Davis, New York, a Negro, national secretary. Gus Hall, Cleveland, general secretary. Dr. Hyman Lumer, Cleveland, national educational secretary. Dr. James J. Jackson Richmond, Va., a Negro, secretary for the South.
