Morton says he is more optimistic about his party’s chances next year because of the lift that President Eisenhower has given to the GOP. Morton said there has been a resurgence of Republican power since the Democrats swept the congressional elections in 1958. The first reason, he said, is that Eisenhower is “more closely identified” with his party. The GOP chairman disclosed his views Sunday in an interview with United Press International. His conclusions were based in part on talks ” with Republican leaders at 129 party meetings since Congress adjourned. He gave these other reasons for what he called the improved Republican outlook for the 1960 elections: *■ —His party started to recruit and train campaign workers a year before the 1960 election — a project which normally would not get under way until next August. —Despite an accumulation of unpaid bills last winter, the GOP is now getting financial support and will finish the year in the black. —Most party fund-raising meetings at which he appeared were sellouts. —Public opinion polls indicate a steady increase in vote - pulling power of both Vice President Richard M. Nixon and New York Gov. Nelson A. Plan liberalizing Social Security WASHINGTON (UPD — Congress in one way or another is going to liberalize the social security program next year. The only question is how far we'll go. If cash benefits are boosted, weTl wind up raising social security taxes to pay for it.” This private appraisal of the legislative outlook came today from a key congressional Democrat. There are few lawmakers of either party who would challenge it— Congress has a habit of doing something for the old folks around election time. In each of the last five election years. Congress has either boosted cash benefits or made other far-reaching liberalizations in the program. Chairman Wilbur D. Mills (DArk.) of the Huse Ways & Means Committee served notice over the weekend that Congress intended to tinker with the program again in the 1960 election yearMills said he would ask the committee to consider various suggestions for improving social security. Significantly, the announcement came just a few days after Arthru S. Flemming, secretary of health, education and welfare, indicated the administration would recommend some liberalization. Hie quick democratic response demonstrated the issue’s political potency. Mills said Congress could, without boosting payroll taxes, repeal the requirement that permanently and totally disabled workers must wait until age 50 before drawing j social security benefits. This ( would add about 125,000 to the , more than 12 million persons now ( on the benefit rolls. Flemming . last week endorsed the change. It now appears almost certain of , enactment. , Mills emphasized, however, that social security taxes would have ' to be raised if Congress decided to provide an across-the-board boost in monthly cash benefits or broadened the program to include paid-up hospitalization and medical insurance for persons 65 or older. Sixth street, was not guilty of improper driving practices according to the police report. Turkey Gives Warm Welcome To Eisenhower ANKARA, Turkey (UPD — President Eisenhower, warmed by the most “stupendous” Welcome ever given a foreign visitor, left today for Pakistan to the sound of further cheers and the Turkish farewell — “Allah go with you.” Eisenhower’s welcome was an uninhibited one in which Turks danced and sang in the streets and filled the night with fireworks while he conferred with President Celal Bayar- Homemade banners along every foot of his travels proclaimed TurkishAmerican friendship. His departure from Ankara was almost as electrifying as his arrival and it was a smiling nd rival and it was a smiling and alert President who looked up at Esenboga Airport terminal and set him to grinning as he read: “Take our love with you, Ike.” Gives Turkish Farewell “I am deeply touched by the symbol of true affection” between Turkey and the United States,” Eisenhower said in a farewell statement. “The visit was far too short. This country takes hold of my heart-. -our two countries haVe been friends for a longtime. I think the bonds are growing stronger and firmer each year, each month, each day.” He ended then with the Turkish farewell, “Allah Ismarladi,” and turned toward his plane for the four hour and 11 minute flight to Pakistan. Behind him Eisenhower left guarantees to calm the fears of Turkey that the West will go soft in its eagerness to relax the cold war with Russia. He and Bayar issued a communique agreeing that “the future of humanity depended above all” on the ability of free nations to compose their differences and face the threat of Communism together. Inspects Honor Guard Before leaving Eisenhower inspected an honor" guard of Turkish soliders and turning to the commander said, “if all the soldiers in the Turkish army are like these you may be proud and we may be proud.” “Yes, sir, we are awaiting your orders,” the commander replied. Eisenhower, up almost until midnight Sunday night for conferences with the Turkish leaders, flew to the airport today by helicopter with Premier Adnan Menderes and Foreign Minister Fatin Rustu Zorlu. Before leaving, Eisenhower insisted on shaking the hands of the motorcycle police who had escorted them. And although he mounted a helicopter for the trip to the airport the 20 miles of road along which he flew were lined with 18,000 troops and police.
