May Seek Stiffer Lynching Penalties WASHINGTON (UPD-The Eisenhower administration, angered by Mississippi’s failure to take action against the Mack Charles Parker killers, may ask Congress to set stiffer federal penalties in lynching cases. The Justice Department is considering a variety of civil rights proposals, including a federal anti-lynch law. Atty. Gen. William P. Rogers told a news conference Tuesday that Mississippi’s failure to obtain indictments in the Poplarville lynching of Parker was “as flagrant and calculated a miscarriage of justice as I’ve ever seen.” He said the case might provoke the administration to seek new laws to permit the federal government to intervene in such cases. He also said a review of federal civil rights laws was necessary “if a state doesn’t honestly believe in the administration of justice." The only basis for federal prosecution of Parker’s murderers, Rogers said, are two old reconstuction era civil rights laws providing a maximum sentence of 10 years in prison plus fines. He said these penalties seemed “inappropriate to this kind of brutal killing.” Churchill Recovers From Slight Illness LONDON (UPI) — Sir Winston Churchill has recovered from the “slight illness” which forced him to cancel a meeting with West German Chancellor Konrad Adenauer, it was announced today. News of the recovery of the famous statesman, who is only 12 days short of his 85th birthday, was encouraging but his secretary, Anthony Montague - Brown, said Churchill would not show up in Parliament this afternoon. “He had a little bit of chest trouble,” the elder statesman’s secretary said Tuesday night. “His personal doctor visited earlier in the evening. He had dinner in bed, and should be up and about in the morning.” Household sources described the visit of the doctor, Lord Moran, as routine. ,They said Churchill was expected to he at the House of Commons this afternoon. Churchill, who will be 85 Nov. 30, had a serious attack of pneumonia and pleurisy in the late winter of 1958 while vacationing on the French Riviera. He fully recovered, but fears for his life were expressed at the time. Traffic Death Toll 964 Through Sunday INDIANAPOLIS (UPI) — Indiana’s traffic death toll mounted to 946 by Sunday midnight, but the relatively low number of deaths recorded last week improved the state’s safety mark as compared with last year. Twenty fatalities were added to the list last week, compared with 29 in the corresponding week of 1958. The 946 deaths compared with 891 a year ago.
