Scores Secrecy Os Ike Administration INDIANAPOLIS (UPD — President Eisenhower’s administration has been called the most secretive in U.S. history by Sigma Delta Chi's advancement of freedom information committee. The committee reported Wednesday “federal officials from the President on down have resorted more and more frequently to V.e vague claim of ‘executive privi lege’ to withhold information from the public, the press and Congress.” The report was made at the opening of the journalism fraternity’s 50th annual national convention. "The imposition of secrecy on the broad and undefined ground of ‘executive privilege’ reached a new peak in 1959, posing the most serious threat of open government so far in United States history," the report said. The fraternity's representatives tried to crash the veil of secrecy at White House news conferences, the committee said, but they were resisted by the President. In a criticism of Congress, the committee said “despite all the public hullabaloo over secrecy in Washington during the year, the Congress quietly maintained its own standards of secret government throughout 1959, with only slight improvement over former years." The group also objected to a June 29 decision of the Supreme Court. The committee said the decision meant that “policy-making bureaucrats in the federal government are absolutely immune to libel suits against them for something they said or did in the line of duty.” The committee, however, said the opening of Senate office payrolls of individual senators was a major victory and cited a series of articles by Vance H. Trimble of the Scripps-Howard Washington bureau as “leading the way to elimination of this payroll secrecy."

Man Slays Family And Takes Own Life PEBBLE BEACH, Calif. <UPI) —Authorities sought today to determine why a talented and welleducated father would calmly crush the heads of his wife and two children with a sledge hammer — and then take his own life. The tragedy was discovered late Wednesday by a 12-year-old neighbor girl, Patricia McCraig, who went to the home of the victims to feed their hungry pets. Police identified the dead as Charles Richard Gardner, 38, his wife, Bette, also 38, and their children, Randy Lee, 12, and Diane, 8. Investigating officers said Gardner apparently went to the rooms of each of the three while they were sleeping Tuesday night and killed them with a single blow of a two-pound sledge hammer. There was no indication that any of the victims was awakened. All were clad In their night clothes. The two children were clutching teddy bears. Gardner was found shot to death, with a .45 caliber pistol at his side. Police said effects found in the home showed that Gardner was educated at Whittier Co-1 lege, Woodbury Business College, and the University of Southern California. He was a founder of Junior Toastmasters of America and did political writing in Washington in 1962. Police found a manuscript which Gardner had written on the life of Richard Nixon, together with a letter of appreciation from the vice president. They aslo found the only clue to the motive for the triple murder and suicide. Some family correspondence indicated that Gardner suffered from severe headaches.
