Holthewe .— Secretary-Treasurer State Highways "Inaccurate and unauthoritative figures on Indiana’s road building progress have had wide circulation," the Indiana state highway department declares in a letter sent out Tuesday and received this morning. And the department very graciously encloses an “authoritative" fact sheet. The letter states "Indiana now ranks Sth nationally in highway progress." The enclosure is a printed copy of statistical data on the progress of the interstate system. At the side, in ink, someone has lettered in the state standings, and sure enough the figure 9 stands beside Indiana. But just a minute! J/et’s examine these figures a little more closely. The first column shows the total cost of construction underway or advertised that has been authorized since July 1, 1956 to July 31, 1959. Now, it is very true that in the TOTAL COST column Indiana ranks 9th in the nation, with >88,806,000 ADVERTISED. But on the right hand side the figures also show what we have to show for our money. And this column includes projects that were authorized before July 1, 1956. In this column we learn that Indiana has completed just 4.5 miles of inter-state highway in the three-year period, at a total cost of more than >BB million, nearly >77 million of which was In federal funds. And by comparing the figures of other states, we find that only Delaware, with one mile, and West Virginia with pone, are lower; except, of course, the District of Columbia, which has completed .2 mile. In other words, when UPI stories say that Indiana ranks 46th in completed construction under the interstate highway system, they are exactly right, according to the statistics provided by the state highway department. And when the state highway department says that this was the 9th most expensive program advertised, they are right. But they are stretching the facts a little when they say our state is ninth in “highway progress." After all, construction underway or advertised is hardly a fair, criteria—what has actually been accomplished would better indicate real progress. And apparently 45 states are doing a better job. Worst of it is, the money will be mostly wasted if Eisenhower doesn’t push through enough for us to complete what we’ve started. And while he has favored dumping billions abroad, his program for the United States has been everything but generous. ( Highways become more and more important to us every day. Good pnes save lives; poor ones take lives. As more of us enjoy the luxury of vacations by automo-’ bile to the far corners of the United States, better roads will be demanded. And the people must watch closely to be certain that we get what we are paying for. Why are 45 states getting more for their money, although Indiana apparently.received more money than 38 states?
