House Votes To Override Veto Os Works Bill WASHINGTON <UPI) - The House voted, 280-121, today to override President Eisenhower's veto of the public works appropriations bill. It was the first time the House has voted to override an Eisenhower veto. It rejected Eisenhower's second Veto Wednesday of the $1,185,309,093 appropriation bill carrying funds for several hundred water development projects throughout the country. This was 12 more than the two-thirds margin required to override. It appeared to be a foregone conclusion that the Senate also would muster the required twothirds vote. This would mark the first time that legislation has been enacted into law over an Eisenhower veto. Senate action was expected later today. The disputed bill was the second public works appropriation Eisenhower had veto ed. The House a week ago upheld by a ooe-vote margin his veto of the first $1,215,477,907 bill. The President vetoed the second bill less than ah hour after it reached him Wednesday. He did so because Congress included in the second bill funds for all of the 67 unbudgeted projects which prompted the first veto. The President noted the measures were identical except for a 2.5 per cent cut in funds for all projects. Voting to override the' veto today were 260 Democrats and 20 Republicans. Voting against overriding were 5 Democrats and 116 Republicans. In the unsuccessful attempt to override the first veto a week ago 263 Democrats and 11 Republicans voted to override and 132 Republicans and 6 Democrats voted to uphold the veto. Some House Republicans who supported the President on the first veto deserted him today. They were from districts where water development is important. The House vote was a moralebooster for frustrated Democrats. They have suffered repeated defeats this year in legislative battles with Eisenhower, even though they now control Congress by the biggest margin in almost two decades. Republican leaders who had not expected to win the second battle felt that the action would help dramatize their charges that Democrats are not “fiscally responsible.” The Democrats countered that the second bill carried $97,166 less than the President requested. The administration’s reply to that was that the disputed 67 projects —for which little more than $48,000,000 was carried in the bill to start construction—would ultimately cost 800 million dollars.
