president of the Indiana Young Democrats, and two of his associates met with New Jersey Gov. Robert B. Meyner in Trenton, N.J. After the meeting, they said they were starting the organization. Along with Mankin were H. Ralph Johnston, another lawyer, and Willard E. Twigg, £ Terre Haute businessman who contributed to the Citizens for Eisenhower committee. Indiana Democratic Chairman Charles Skillen said he:

said Hoosier politicians are concentrating on local races until after the Nov. 3 elections. Indianapolis Mayor Charles Boswell agreed. He said local elections have shoved aside any consideration of presidential candidates "for the time being.” Then there was the matter of Sen. John Kennedy <D-Mass.) and Sen. Stuart Symington <D-Mo. >, both considered to have strength in the Indiana area. Kennedy already has scheduled an Indiana barnstorming tour and
Symington is to speak at French Lick. Ind., this weekend. "Let's just say that considerations of presidential candidates have not jelled yet in the public's mind,” Indaina State Sen. Marshall Kizer (D-Plymouth) said. “I don’t know what Mankin, Johnson and Twigg’s motives are," Skillen said. The announcement of the organization was made in Trenton after a one-hour meeting with Meyner. Mankin said he was very impressed with Meyner, whom he
met for the first time Tuesday. “The way he looks to me—he certainly is going to give us something to work with,” Mankin said. "He has a very well-established image among people who are politically minded (in Indiana).” Over AfiM. x ny Democrat! ar, ■old aud delivered in Decatur day It you nave something to seR o* rooms for rent, try a Democrat Want Ad — They bring raaulta.

New Talks On Disarmament Are Expected WASHINGTON (UPD — Diplomatic officials said today the Big Four would announce in about 10 days agreement on a new round of East-West disarmament negotiations. They said the announcement is expected to follow President Eisenhower’s visit to Western Europe and precede the arrival here Sept. 15 of Soviet Premier Nikita Khrushchev. Negotiations are virtually complete between Russia and |he Western powers fcr a resumption of disarmament talks whichblew up in failure two years ago in London, officials said. They added that United Nations Secretary General Dag Hammarskjold has participated in the discussions. Russia and the Western Big Three—the United States, Britain, and France—are reported to have agreed on creating a new disarmament commission of eight to 10 nations to try to work out global arms cuts. The nations would be divided equally between East and West. President Eisenhower said at his news conference Tuesday he intended to devote “every atom” of his energy in his talks with Khrushchev and through other channels to bring about a lessening of world tension. The President hopes an easing of the cold war would permit this country to reduce the staggering burden of armaments now costing about 41 billion dollars per year. The President said it was vital to stop the arms race before it reached the “explosion point.” The Big Four foreign ministers agreed at their recent Geneva meeting to try to find some way of resuming disarmament talks. The session broke down when Russia insisted on an unwieldy procedure which involved negotiation of the subject by all 82 members of the United Nations.
Relates Flight In Simulated Orbit JOHNSVILLE, Pa. (UPD — “A little dizzy but not bad” was the way one of America's seven astronauts described a four - hour “flight” into simulated orbit 150 Leroy G. Cooper, Carbondale, Colo., made the trip and returned in a specially built centrifuge designed to give the feling of space flight. It was the first experiment miles from earth Tuesday, of this type that newsmen wercpermitted to witness. Cooper described the simulated flight and re-entry as “very normal—the same as we have ben practicing the last few days.” The astronaut said he felt no pain and experienced the opposite of weightlessness. “I felt rather weighty,” he said. \ Officials said Cooper had undergone a pressure equivalent to nine times the weight of his body while spinning around in a capsule on the end of a 50-foot arm driven by one of the world’s largest motors. The capsule can accelerate from a standing position to approximately 180 miles an hour in seven seconds and can be turned in any direction, reproducing the tumbling of earth satellites. Cooper, dressed in a gren coverall zipped to the neck, sat down in the capsule on a foam rubber pad designed to fit the contours of his body and was strapped in. His arms were left free so he could operate dials and push buttons to guide his flight. During the flight. Cooper felt the simulated firing of the rocket and going into orbit and was subjected to the sensations of the return trip to earth. These sensations included the simulated effect of a parachute opening at 60,000 feet, a second parachute at 15,000 set and the impact on water while traveling at 35 feet per second. Held For Forging Government Check INDIANAPOLIS (UPD — Mrs. Grace Combs, 39, Clarksville, was in he Marion County jail today in Indianapolis on charges she forged a government income tax refund check for $75. Bond of SI,OOO was set for Mrs. Combs, mother of a two-year-old daughter, in New Albany Tuesday. She was unable to meet bond and was transferred after making arrangements for friends to care for her child. Gov. Long Observes His 64th Birthday NEW ORLEANS (UPD — Gov. Earl K. Long celebrated his 64th birthday today with the hope that his presents would include "a little campaign money.” The volatile governor, barreled into New Orleans Tuesday night claiming he would win his bid for an unprecedented fourth term “in the first primary.” “I’m here to see a few friends and maybe raise a little campaign money,” he said. “I may even go to Bourbon Street.”
