Leaky Load Law Stoutly Defended INDIANAPOLIS (UPD - The arrest of a truck driver because melting ice was leaking onto a highway brought a stout defense of Indiana’s “leaky load” law today from both law enforcment and trucking interests. A 52-year-old HeAtim Ala. driver, Roy Crow, paid a $16.75 fine in a justice of the peace court at Rochester a few days ago after being arrested because water from melting ice was dripping on Rochester's Main street. Quereis to the Indiana State Police headquarters and to the Indiana Motor Truck Assn, brought the admission that such arrests were rare in the summer, but more frequent in the winter when the dripping water Could freeze and send another vehicle skidding to disaster. But spokesmen for both the poUce and the association said Indiana's 1931 “leaky load” law is one that can be enforced to good advantage. The IMTA spokesman said most such arrests are for junk and trash haulers, and not among the commercial trucking firms who recognize the danger to others of a leaky load. The law provides that “no vehicle shaß be driven or moved on any highway unless such vehicle is so constructed or loaded as to prevent its contents from dropping, sifting, leaking, or other wise escaping therefrom.” Maximum penalty could be six months in jaU and SSOO fine. State police do not compile arrests under the “leaky load” law separately, but said its enforcement comes rather frequently. But most of the summer arrests are apt to be for leaking gravel rather than water, they conceded. Hoosiers Honor First Mail Flight LAFAYETTE, Ind. (UPD—Two manned balolons sailed aloft Monday to commemorate the nation’s first air mail flight here just 100 years earlier. Donald Piccard, 33, son of the Swiss scientist, Jean Piccard, piloted a balloon which soared into the air bearing 123 letters—the same number carried by John Wise in his balloon, “Jupiter”, a century earlier. The U.S. Post Office recognizes Wise’s flight to Crawfordsville as the first air mail flight in America. Piccard was stranded 10 to 15 feet above the ground when a gust of wind blew his descending balloon into a clump of trees on the farm of Mrs. John Mugg 2 miles southeast of Battleground. The balloon had soared about 4 miles in 55 minutes before tangling with the tree northeast of here. Piccard, who had tried to set down in a pasture, told state police who arrived at the scene that he had a “nice landing.” He was unhurt. Earlier in the day, two balloonists sailed from here to open ground near Camden in Carroll County and landed after a 20-mile trip without incident. Their balloon was the one made famous in the motion picture, “Around the World in Eighty Days.”
Alabama Youths Held for Murder BIRMINGHAM Ala. (UPD — Three youths were held without bond today Jor the Jefferson County grand jury on charges they stabbed a Minneapolis, Minn., truck driver to death here July 22. Ernest Jones, 20, John Perry, 16, and Jewel Short, 17, pleaded innocent at a preliminary hearing and were ordered held for action by the grand jury during its October term. They have been charged with the fatal stabbing of James P. Hannaher, 29. Bloomington, Ind., and Minneapolis. Police said the three confessed to stabbing the truck driver of the Morgan Transportation Co., Elkhart, Ind., after he made a proposal which angered them. Police said Jones allegedly was the one who wielded the pocket knife used in the slaying. Hannaher, a former compositor far the Cedar Falls (Iowa) Rec. ord, was identified from fingerprints on his truck.
