Full Information On Soil Bank Shortly Adams cauoty farmers who are interested in the conservation reserve of the soil bank for the 1960 crop season will be able to get full information at the county ASC office after the middle of August, ASC chairman James Garboden said today. Contract Land 3-M Years Under the conservation reserve program, farmers contract to withdraw general cropland from production and protect it with conservation uses for a period of three to 10 years. The national program for 1960 was announced recently, but it will be several weeks before county office personnel have the full details, Garboden said. Garboden listed the major changes in this year's program: L> Land owned by a state, county, town, or local government will be ineligible for the program—a rule which is aready in effect for federal land. 2.1 Land which has changed ownership (except through inheritance) since December 31, 1956, is ineligible to enter the program in 1960. 3.) If land under a 1960 conservation reserve contract is sold, the contract generally may be assumed by the purchaser only after it has been in effect for three years. Be«uesta After Aeg 24 As in 1959, the 1960 conservation reserve will be conducted on an offer-and-acceptance basis. The first stop will be for the farmer to inform the county office of the land he wants to place in the program and request that a basic per-acre rate be established for that land. These rate requests may be filed at the county office beginning
August 24 and must be filed not later than September 10 if the farmer wants to be considered for the 1960 contract. The county committee will establish the rate, setting it 10 percent higher if all eligible cropland on the farm is to be retired. Priority to Lowest Offer After the basic rate has been determined, the farmer may apply for a contract at any figure below that rate. In case the county receives more applications htan it can accept, priority will be given to the farmer offering the land at the lowest rate compared with the basic rate established for his land. For example, if the basic rate on a farmer's land is set at 912 an acre, he will have a better chance of contract if he offers the land at $9 an acre than if he offers it at $lO or more. For most farms, placing land under contract will require a corresponding acreage reduction in grains, oilseeds, and row crops, which are know as soil band base crops. The per-acre rate will be earned each year the contract is in effect. In addition, a farmer can get a cost-share payment to assist in establishing approved conservation uses on the land. H Oldtime Thresher president. James Whitbey, shows Bruce Fox, Jeffrey Clack, and Jerry Clack how to operate one of the steam engines which will be operating Aug. 13-16 during the annual exhibition of the Oldtime threshers and Saw Mill Operators. Inc. The event will take place on Whitbey's farm, Carroll Road, Allen county, 10 miles north of Fort Wayne between U. S. 33 and state road 3. Baker, Case, Rumely, Port Huron, Huber, and McCormack machines will be operated during the event, which will include grain threshing, wood sawing, plowing, and hill climbing. The Huntertown pioneer club will also have an exhibition. Jay Gould, farm director of WOWO, will be master of ceremonies.
Payments Are Made To Sheep Raisers Adams county sheep raisers have received $12,826 in payments through the county agricultural stabilization and conservation office since July 1, under the 1958 incentive program. Wool growers received sll,lOO, under the 1958 wool program, James Garboden, chairman of the county ASC office, said today. Payments on 1958 sales of unshorn lambs totaled $1,726. The county office began making these payments soon after July 1, 1959, the chairman explained. Applications for payments had to be filed by April 30. The payments are on shorn wool and unshorn lambs marketed between April 1, 1958, and March 31, 1959. The wool incentive payments for 1958 are at the rate of $70.30 for every SIOO producers received from the sale of shorn wool. The payment rate on sales of unshorn lambs to compensate for the woo) on them is $1.02 per hundredweight of live animals sold. Chairman Garboden reminded wool growers that a referendum

The market development program is financed by deductions from the wool program. The referendum will not affect continuation of the wool incentive payment program, which ha£ been extended for three more years. County Rural Youth Softball Team Loses Adams county’s rural youth softball team lost to Tippecanoe county in the first round of the state rural youth softball finals Thursday evening. Tippecanoe county won by the score of 36-23 at the Upland diamond in Grant county. Adams county, champions of the northeast district, was in the lead until the fourth inning. On the Adams county team are Leo Seltenright, Marvey Sponhauer, Ron Gerber, Jerry Gerber, Jerry Sprunger, Larry Andrews, Larry Lautzenheiser, Harry Dick, Roger Habegger, Fred Mann, and Ray Miller. Miller is the Farm Bureau advisor and coach of the Adams county team.

Eisenhower In Good Physical Condition WASHINGTON (UPD — President Eisenhower’s close associates said today he appears to be in good physical shape for his forthcoming round of cold-war meetings with world leaders. The Chief Executive heads for his Gettysburg farm today to begin an extended vacation. He departs for Europe later this month for talks with Allied heads of government before he meets .Soviet Premier Nikita S’. Khrushcffev. Eisenhower is scheduled to interrupt his; vacation for a 24-hour return to Washington to keep some Monday afternoon and Tuesday morning appointments. Hut he then will go back to Gettysburg for an indefinite stay. This period of relaxation interspersed with White House business should help fortify the President for the hectic months to come. Those close to Eisenhower also said his mental attitude seems to have improved. He’s more cheerful these days and no longer shows as much irritation over minor setbacks which plague evefy President. His personal physician. Dr. Howard McC. Snyder, is reported to be pleased by the President’s physical and mental fitness. Reporters who cover the President's daily activities have noticed that he appears to be in far better humor recently on the tolf course and during his public appearances. Photographers have commented on his ruddy complexion, ready smile and general air of alertness.

After the tax levies.have been determined, and presented to the county auditor not later than two days prior to the second Monday in September, and the levy fixed by the county tax adjustment board, or on their failure so to do, by tjic county auditor, ter or more taxpayers feeling themselves aggrieved by such levies, may appeal to the state board of tax commissioners for further and final hearing thereon by filing of petition with the county auditor on or before the fourth Monday of September or on or before the tenth day after publication by the county auditor of tax rates charged, whichever date is later, and the state hoard of tax commissioners will fix a date for hearing In this county. Returned To Jail For Failure To Pay After being found guilty of civil indirect contempt of court today for the second time in three weeks, Vaughn L. King, of Allen county, was remanded back to Adams county jail until he pays the back support payments as ordered by the Judge Myles F. Parrish. King was jailed on July 17 on a similar charge, after failing to pay $224 in back support payments for his estranged wife, Donna, and their minor children. On advice of the plaintiff’s counsel, he was released after paying a portion of the money. He was ordered, however, to pay the remaining $l6O within 10 days, when released on the 19th. King failed to pay the back payments and also failed to keep up the current payments. A summons was issued July 31 for the hearing this morning. He will be kept in jail this time until full payment of all arcearage is made, according to the judge’s edict. Stale Trooper Son Is Killed By Bus BLOOMINIGTON, Ind. (UPD — A thorough safety check of all city buses was ordered Thursday after the young son of an Indiana State Police trooper was killed by a bus which authorities said had faulty brakes. Nine-year-old William Rayborn, son of Trooper and Mrs. Hal B. Rayborn, Bloomington, died shortly after he was struck while crossing a city street on his bicycle. However, authorities said that driver Fred Elliott, 30, Bloomington, would not have been able to stop in time even if the brakes were perfect.

(UPD—Neal Hollenbeck, about 60, Marshall, 111., was killed and five other persons were injured Thursday in a two-car crash on U.S. 40 near here. State Poice said the accident occurred when a car driven by Harding Braaten. 30, Calgary, Alberta, Canada, skidded on the wet payment and struck the car containing Hollenbeck almost head-on. None of the injured was hurt critically.
