Castro Planning To Take Over Ranches HAVANA (UPD—Premier Fidel Castro’s revolutionary r e.g im e plunged* ahead today with plans to swallow up two big American ranches at the risk of losing United States foreign aid. Announcement that, the two ranches were being taken over in Oriente Province coincided with reports that armed soldiers had been stationed at key buildings in Santiago. Oriente’s capital, birthplace of the Castro revolution. Although a number of alleged "counter - revolutionaries” have been arrested in Oriente recently, the reports said the guards were placed on the alert against the possibility of an armed invasion from the Dominican Republic. (The Dominican Republic has put its armed forces on an alert against the possibility of an invasion from Cuba.) - The two ranches involved in the takeover were the 20,000 acres owned by Lykes Bros. Inc., Tampa, Fla., and 66,300 acres operated by Sumner Pingree, Hamilton, Mass. Cuban authorities moved onto the Pingree Ranch Wednesday and notified the Lykes ranch manager they would move in there ■ August 1. In Washington Wednesday, the Senate voted 59-32 to cut off aid 1 to countries which in the future expropriate American-owned property without fair compensation. The measure was an amendment to the foreign aid bill which still must be ironed out by a joint House-Senate committee. Two Grass Fires In Decatur Wednesday The Decatur fire department reported two grass fires Wednesday causing little damage. Farm Spendirtg Bill Is Signed By Ike WASHINGTON (UPI) President Eisenhower has signed "a $4,686,600,000 farm spending bill designed to limit price support benefits to big farmers for the first time. The bill provided funds to run the Agriculture Department and its programs in the current fiscal year and to pick up the tab for past price support payments. Eisenhower signed the bill late Wednesday without comment, although it contained $110,002,863 less than the President originally asked. The bill sets a $50,000 per crop limit—with exceptions — on the amount of price support benefits any farmer can receive next year on any one crop. The limits apply only to crops that Agriculture Secretary Ezra T. Benson declare to be in surplus supply. One exception 1 to the ceiling would let any grower obtain a price support loan on any crop in excess ot $50,000, provided he guaranteed to repay the excess within 12 months. The agriculture secretary would have authority to extend the 12-month period. The other exception would remove the dollar limit on price support for any farmer who agreed to cut production of his crop by an amount ranging up to 20 per cent. The bill authorizes the agriculture secretary to set the exact percentage cut that would be required. In addition to $3,971,362,000 in cash, the bill provided $421,000,000 for lending programs other than price support and $294,315,000 for permanently authorized programs, including special funds for purchase of perishable surplus crops. Former Greensburg Mayor Facing Suit INDIANAPOLIS (UPI) — Forest R. Hollars, Dayton, Ohio, today filed a $25,000 damage suit in Federal Court against former Greensburg Mayor Sheldon Smith, charging Smith falsely accused him of robbery and was responsible for Hollars spending five days in jail. Smith went to a Louisville, Ky., hospital for treatment several months ago after admitting that a story of being robbed and tortured in his office was a hoax to cover up a fund shortage. Smith had identified Hollars as one of two men he said slashed him with a razor blade and forced him to give them more than SB,OOO to keep him from being disfigured. But he later admitted the story was false. Smith later was indicted by a Decatur County grand jury on a charge of perjury growing out of the alleged false sattement which resulted in Hollars’ arrest, z Over 2,500 Dally Democrats are sold and delivered in Decatur each day.
Study Radioactive Fallout On Crops WOOSTER, Ohio (UPI)-Work-ers here have started building a concrete foot-high border around an acre of farmland Which is destined to grow perhaps the worlds deadliest crop. Next spring, agronomists will seed the land with corn, hay, soybeans and possibly wheat, then spray it with a potent solution of water and strontium 85, a radioactive material. Then the field will receive the normal amounts of’ fertilizers and attention any farmer in the northern Ohio region would give his > crops. The purpose is to determine the effect of radioactive fallout on crops. The experiment could continue for half a century. Ohio State University, which operates an agricultural station here, is conducting the research under an $85,000 Atomic Energy Commission grant. , Strontium 85, a material somewhat less dangerous but similar in behavior to strontium 90, the deadly by-product of a nuclear explosion, will be used the first year to cut the risk of contamination as farmhands with PH.D. degrees tend the crops. Strontium 85 "dies out' in about two years, according to James L. Mortensen, associate professor of agronomy at OSU and one of the scientists conducting the experiment. Plans call for strontium 90 itself to be sprayed in solution on the 20 plots, each about l-20th of an acre and each sealed by a concrete wall, the following year. The strontium 90, which will be shipped from the AEC installation at Oak Ridge, Tenn., will still retain half its radioactivity 25 years after it enters the soil. Geiger counters and other devices will be used to measure the amount of radioactivity absorbed by the grains as they grow in the fields, Mortensen said. The concrete walls surrounding the plots will collect the rain water which runs off the land. It, too, will be analyzed. In 1960, the strontium 90 will be sprayed bn natural virgin wooded areas near here and in other parts of Ohio to measure its effects on growing trees.
