Seek Repeal Os Law Allowing Fireworks INDIANAPOLIS (UPD—lndiana fire officials vowed today to seek repeal of a 1959 law partially rescinded a 20-year ban ob home fireworks! State Fire Marshal Jay L. Foster said that he and many municipal fire chiefs have discussed a fight to repeal the new law which legalizes sparklers and toy snakes. Lt. John O’Brien, of the Indianapolis fire prevention department, called the new law “a sleeper" and said “every fire chief in Indiana is opposed to it.” “It’s just a step to open the door and get all fireworks back," O'Brien said. Foster also said he felt it was “a foot in the door.” "Now it’s almost impossible to police fireworks," he said. "It was ffdrly simple when all fireworks were outlawed.” Fear Fire, Injury Both Foster, his business administrator, Miss Josephine Hurley, and O’Brien expressed fears that the sparklers will mean an upsurge in fires and injured children as their use is widened over the July Fourth period. One Woman In Headon Crash JEFFERSONVILLE, Ind. (UPD — Mrs. Ada Byrd, 55, Seymour, *was killed Wednesday night when an automobile crashed headon into a big truck on a narrow bridge over U.S. 31 near here. Beverly Sue Byrd, 19, the driver and believed to be her daughter, was injured critically. became legal irK April. O’Brien said Indianapolis has had “seven or eight” fires from sparklers. The most serious one occurred April 8 when two boys playing with the chemically-coated wires set fire to 800 bales pf straw and a trailer, causing an SBOO loss. A 10-year-old boy set fire to a garage, and several other’minor fires were reported to have been caused by carelessly dropped hot wires but were put out with buckets of water. Foster said he has received one report of a father and child hurt by sparklers. Foster said he was so busy last winter, trying fruitlessly to prevent a major budget cutback in his_ department that he did not have time to fight passage of the sparkler law. 14 To Lose Jobs He disclosed that the acrossboard cutback will mean firing of 14 persons July 1, including all but four of his inspectors. He has been operating with 10 inspectors in the field, he said, and has compiled the best record of any fire marshal since the department was created in 1913 with 124 arson convictions in three years. He said he felt that his budget phould be restored because it is supported, not by tax funds, but by an assessment upon, all fire insurance written in 'the state. A law sets up a dedicated fund of one-half of one per -cent of all fire insurance written in Indiana. Last year this amounted to a payment of $227,000 into the general fund. Foster said hie budget was only SIBO,OOO and always is less than the revenue from the fire insurance fees.

Petition For Time ■ >•' Relocation Is Filed WASHINGTON (UPD—The Interstate Commerce Commission received a petition from the City of Indianapolis Wednesday requesting a relocation to the Eastern time zone. Indianapolis, which is now in the central belt, told the ICC many local industries and businesses deal with companies in the Eastern time zone. It pointed out, too, that central Kentucky and parts of Tennessee have been authorized to switch to Eastern time. The Hoosier capital remained on “unofficial” daylight time, the equivalent to Eastern time, last winter despite federal regulation and state law prohibiting it. The city council approved the shift to the Eastern belt. If the petition is approved, the Eastern time would virtually split Indiana down the middle, with Eastern time on one side and Central on the other side. The boundary would run through Tennessee, Kentucky and Indiana and connect with the Eastern time boundary of Michigan. Indianapolis said its citizens want the change and added rail- , roads serving the area don’t ob-1 ject to a change. V i The ICC recently reopened time | zone considerations on proposals to ‘ put additional areas of Kentucky, central Tennessee and Indiana cities just across the Ohio River from Louisville, Ky., on Eastern time.
