Coal Mine Operator Slain From Ambush LAKE CITY, Tenn. (UPD—Two men were held today as suspects in the ambush slaying of an independant coal mine operator who allegedly owed the United Mine Workers nearly $35,000 in welfare fund payments. One of the men arrested was scheduled to be tried next week on charges of robbing the victim last March 27. Campbell County authorities identified the suspects as Franklin D. Smith and George W. Baker. They are being held in the Jacksboro, Tenn., jail. Smith allegedly robbed the slain man of $l3O on March 27. Sheriff Glad Woodward said the killing definitely “did not have anything to do with the coal violence.” Jess Fesler, 52, a veteran coal mine operator, was felled by a single shot from a high-powered rifle Monday as he watched a bulldozer drag a stump from a floqd control project near here. “Blood spurted from his mouth,” said Charles Griffiths, who was sitting on the bulldozer. “He fell over dead. He didn’t say a word.” Anderson County Sheriff Glad Woodward said he did not ttiink that the killing was another incident in the sporadic outbursts of violence in the East Tennessee coal fields. But Bureau .of Identification agents started the investigation under a blanket request issued by Atty. Gen. J. H. McCartt asking the state to intercede in any outbreak stemming from the coni strike. Officers found a set of footprints leading from the scene of the shooting to a car, parked near the Lake City High School. Griffiths, who said the sniper fired from about 50 yards away, described the assailant as “about 5-10, bareheaded, with a crew cut and wearing gray or green work pants and a shirt.” Police also obtained a partial description of the car. Fesler, once in the construction business in Alabama, worked a small strip mine near Sunbright for 10 years under a UMW contract.' But on June 6. 1958, the UMW sued Fesler. The union’s welfare fund claimed he was $34,116.19 behind in payments. Fesler was married and had one daughter, Mrs, Nola Jean Fortwengler, a Louisville, Ky., nurse. Captain Watkins, Family To Texas Kenny Watkins, Adams Central school teacher and a captain in the Air Force reserves; his wife and I children Angelia Beth and Robin Lynn, will leave early Wednesday for Lackland Air Force base, San Antonio, Texas, for a,two weeks’ school on the maintenance of officer’s records. Watkins will take his family with him, and they will stay in McAllen, Texas, until he finishes the school. Then the family will drive to Saltillo, Mexico, for a visit with friends. Talk Persisting Os Steel Settlement NEW YORK (UPD—Despite the gloom surrounding deadlocked steel wage negotiations, there is persistent talk in government and business circles that a settlement may be reached without a strike, it was reported today. Industry and union negotiators met again today with neither side indicating it has budged from its firmly-stated «pre-bargaining frosition. Only three - weeks remain before the expiration of the current contract, covering half a million basic steel workers, and a threatened June 30 strike. The industry is standing pat on its proposal to extend the present agreement—minus its cost-of-liv-ing escalator clause —for a oneyear period. The union ha rejected this as a “zero minus” offer and has stood firm in its demands for a wake hike and other contract improvements. Both sides have described their positions as “flexible” and accused each other of “inflexibility” in the contract talks. The .. industry received support for its contract freeze from the Morgan Guaranty Trust Co., one of the biggest banks in WSJV Street.
