As a rule, conquest of a capital city is the last step as a war draws to a close, not an initial step in the inauguration of a new conflict. I “Adenauer, (West German Defense Minister Franz Josef) Strauss and (West Berlin Mayor Willy) Brandt now propose to commence a war by the conquest of the capital of the German Democratic Republic.” Ulbricht, flanked by Gerhart Eisler, condemned “former generals of the Nazi army” for influencing Bonn, the West German capital, in developing an uncompromising position. He expressed sharp regret that American Secretary of State Christian Herter had allegedly endorsed this approach at Geneva Tuesday-
