Highest Decoration Presented To Dulles WASHINGTON (UPI) u- President Eisenhower has bestowed on John Foster Dulles, his ailing former secretary of state, the nation’s highest civilian decoration —the Medal of Freedom. The decoration was disclosed by the White House today as . Dulles lost more ground in his struggle against cancer and pneumonia. The chief executive, in a warm, personal salute to his ailing friend, dispatched his son, Maj. John S. Eisenhower, to Waiter Reed Army Hospital with the medal Tuesday night. Young Eisenhower, assigned to the White House as assistant staff secretary, handed it to Mrs. Dulles who took it to Dulles in his hospital room. With the medal, a bronze disk suspended from ted and white ribbon, went a one paragraph note which said: ’•Dear Foster: “It is an honor and a privilege to award you this Medal of Freedom. Inadequate though it is to express my gratitude and the gratitude of the nation you have served so well, it does stand as a small token of the affection and esteem that the people of America and of the world hold for you and your tireless efforts on behalf of freedom. With warm regard, “As ever, D. E.’ Eisenhower has visited Dulles with some frequency at the hospital. But he apparently wanted to confer the medal through Mrs. Dulles to avoid any ceremony which might tax the little strength left to the secretary. Dulles spends much of his time in a drugged sleep because of analgesics administered to offset the gnawing pain. The State Department said Dulles “continues to grow weaker,’ was receiving pain killers and was "in general, comfortable.” Berne Plant Strike Is In Second Day No bargaining meeting between officials of the Dunbar Furniture Corp., of Berne, and members of the UIU local 222 union, also of Berne, has been set for the near future, it was learned today: Workers of the Dunbar corporation went out on strike Monday night at 12 o’clock midnight over a dispute concerning wages for 4 new contract. A small picket line is still picketing the Dunbar company, and is reported still permiting office and management personal to cross the picket line. Fort Wayne State Police Post Tops The Fort Wayne post of the Indiana state police, which governs this area, established the "safest” fleet record in 1958, and has been presented with the governor’s trophy. The announcement was made today by Col. Harold S. Zeis, department superintendent, who said troopers patroling in Allen, Huntington. Wells and Adams counties figured in only three crashes in driving 1,131,866 miles last year. Based on total mileage, the accident rate was .265. Peru post was second with a rate of .319 in 941,483 t miles of patrol; Ligonier district (1,619,124 miles, .371 rate), third and Jasper district (1,846,745 miles .379 rate), fourth. Traffic Death Toll 339 Through Sunday INDIANAPOLIS (UPI) — Indiana’s 1959 traffic death toll climbed to 339 last week, 15 per cent above the total a year ago. Twenty deaths were added to the records during the week ending Sunday midnight, compared with 19 in the corresponding period of 1958. A year ago, 296 deaths had been recorded by mid-May. Former Marine Held For Recorder Theft FORT WAYNE, Ind. (UPI)— Ronald Thomas, 20, Fort Wayne, was arrested by FBI agents Tuesday on of possessing a stolen government tape recorder. Thomas, a former Marine, allegedly took the record from a mess hall at Camp Pendleton, Calif. He waived preliminary hearing and was freed on $5,000 bond pending grand jury action. Senate Group Barely Voles Strauss Okay WASHINGTON (UPI) — Commerce Secretary Lewis L. Strauss, victor by a single vote in the Senate Commerce Committee, today carried his confirmation fight to the Senate where another photofinish was in prospect. Odds still seemed to favor confirmation—but by a margin so close as to suggest a slap in the face rather than a pat on the back. Some Senate strategists said the controversial appointment might even be-rejected. If so.it would be the first time since the Coolidge adminstration that a Cabinet appointee failed to get Senate confirmation. Suggest Withdrawl Sen. Stephen M. Young <D-Ohio) suggested President Eisenhower should withdraw the nomination. He said the 9-8 vote for Strauss in the committee “clearly indicates a lack of confidence on the part of nearly half the members of this committee,” Sen. Clair Engle (D-Calif.) also has urged the appointment be withdrawn. But White House Press Secretary James C. Hagerty dis-missed-such suggestions with one word: “Ridiculous!” Republican leader Everett M. Dirksen (Bl.) predicted Senate approval of Strauss and said he believed "everyone on the Republican side will support him.” The Republicans still would need about a dozen Democratic votes to win confirmation for the former Atomic Energy Commission chairman in additin to the three Democrats who supported him in committee. Predicts Defeat Sen. Clinton P. Anderson <DN. M.l, the most outspoken critic of the appointment, said Strauss’s strength was on the wane. “I believe that opposition will continue to grow during the floor debate as it did during the hearings and that his confirmation now is most unlikely,” Anderson said in a statement. However, Sen. George A. Smathers (D-Fla.), who had predicted a narrow vote of approval in the committee, repeated his earlier forecast that the nomination would win close victory in the Senate. Steel Contract Talks Resumed In Pessimism NEW YORK (UPI) — Steel wage negotiators, nursing frayei feelings, resumed their joint contarct talks today against a decidedly pessimistic background for a peaceful settlement before the July 1 strike deadline. The talks erupted into a heated debate Tuesday when negotiators for the steel industry and the United Steelworkers Union violated a basic grammar school arithmetic principle. They tried to add and compare horses and apples in a futile effort that dramatized the differences of opinion that separate them on basic contract issues. The eight negotiators—four from each side—still are pies apart on agreeing on a new contract for 500,000 steelworkers. The current three-year agreement expires at midnight June 30. Use Different Figures David J. McDonald, president of the USW, accused the steel industry Tuesday of putting out “pure fiction” to support its view that wages should be frozen for a one-year period. He charged the industry has created a “fictitious monster” called inflation to mislead the public. R. Conrad Copper, chief negotiator for the industry, accused the union of making “invalid and phony” comparisons. Both Coper and McDonald ratted off statistics at a joint press conference to support their economic arguments. The crux of the problem was that they used different sets of figures for their comparisons. Arthur J. Goldberg, general counsel for the union, brought the sametimes angry debate to a halt by citing these discrepancies and noting that neither side was getting any place. - The union’s statistics were designed to show that profits and productivity have risen faster since 1940 than steelworkers’ earnings. The industry’s figures showed the opposite was true. Sees Dangerous Trend The one thing the conflicting figures proved was that the steel industry and the steelworkers union had completely opposite economic philosphies. Coper said “there is nothing phony about the effects of inflation on the national economy and the steel industry.” He said saring wage increases were responsible for the “cost-pust” inflation of recent years and said the only way to halt this dangerous trend was by freezing wages.
