SOUTH BEND, Ind. (UPD— Mayor William B. Hartsfield of Atlanta advocated the creation of placement boards as an aid to integration of Southern public schools during a University of Notre Dame symposium. “Any unwipe, ill-considered mixing up of children, disregarding their capacities, would cause harm,” Hartsfield told a sympoisium on “The Problems and Responsibilities of School Desegregation.” He spoke by special telephone circuit from Atlanta Saturday. ,
Hartsfield said the placement boards should examine the capa-. bilities of Negro children as school integration gradually proceeds. “The most important thing is not how fast we’re moving in school desegregation, but in what direction,” he said. Hartsfield, who described himself as a moderate, lamented that the best elements in the State of Georgia “have been largely silent” on the issue of integration “while the demagogues have been active for many years.” Bishop Vincent S. Waters, Raleigh, N.C., who banned segregation in the church of his diocese in 1953, the year before the Supreme Court integration order, told the group racial segregation is “a morally wrong and sinful practice which may not be approved by any Catholic. “Occasions must be created,” he said, “which improve racial relationships, each a further step in the right direction.” Harvey Wheeler, a political science professor at Washington and Lee University, suggested that deficient white and colored students alike be included in a special federal auxiliary school system in unintegrated areas of the South. Wheeler recalled Army training programs during World War II which he said were “discriminatory but not racially discriminatory. “Its segregations were made on the basis of educational and cultrual levels rather than ethnic characteristics,” Wheeler said. President Rufus E. County Rural Youth Will Meet Thursday The Adams county rural youth club will hold their monthly meeting Thursday night at the Farm Bureau Co-Op building in MOnroe, starting at 8 p. m. MjXers will be led by Alice Kukeliian, Jane Uhrick will have charge,of the group singing, and Byron Linker will give the devotions for the meeting. "Everybody’s birthday party” will be the special feature of the meeting when the members will celebrate everybody’s birthday. Sally McCullough is in charge of this event. Seek Court Action In Hospital Strike NEW YORK (UPD — Six hospitals planned to seek contempt citations today against the union which began a strike of nonprofessional hospital workers last Friday, forcing the institutions to turn to volunteers to run kitchens and elevators and push the mops through the halls. Local 1199 W the Retail Drug Employee Union is seeking recognition as a bargaining unit for the workers, who make $32 to S4O a week. The six voluntary hospitals have refused to discuss unionization on the grounds that they are exempt from state and federal labor regulations as nonprofit organizations and that union recognition would be detrimental to hospital services. Over 2,500 Dally Democrats are sold and delivered in Decatur each day.

Show Various Types 01 Corn Planting Farmers are invited to see various types of corn planting with minimum tillage equipment at the Hugo Bulmahn farm Tuesday, May 19, according to Leo N. Seltenright, county agent, and Cletus Gillman, S.C.S. technician. The Bulmahn farm is located one mile north of Preble. Six different operations will be taking place starting at 10 a.m. First will be Bulmahn's plow plant in one operation. Second will be International Harvester with strip tillage equipment. Third will be John Deere unit planter with strip tillage. Fourth will be plow mulcher. Fifth will be wheel track planting and sixth conventional planting with plowing by local dealers. The demonstration will continue to 3 p.m. Each type of operation will be used through the day. Oscar Ackerson, agronomist with the soil conservation service, is in charge of the equipment. I Plans for parking, lunch stand and other details have been worked out by the Adams district soil conservation supervisors; including Herman Bulmahn, chairman; Ben Mazelin, Ben Gerke, Ivan Huser, and Richard Scheumann. Activities Planned By Junior Leaders The Adams county junior leaders met Friday night in the Lincoln school gym with Don Bickle, state district forester, speaking on his duties. Plans were set for the 4-H camp and junior leader training camp this summer. After Lila Kruetzman and Duane Arnold led the pledges and Carol Norquest the devotions, Jack Hurst, conservation officer, Introduced Bickle. The secretary's report was read and approved by the group. Each township represented gave a stunt, or was penalized for not giving one. The recreation leaders led the recreation with refreshments being served by St. Mary's township junior leaders, Larry King, chairman. Jim Sipe presided at the meeting and announced that the next meeting will be June 8 at the Monmouth high school.
