Two Are Indicted By Van Wert Jury A former Decaturite, Melvin Lovelette, 23, of Fort Wayne, and a former Pleasant Mills man, Oscar Thatcher, were indicted Monday afternoon by the grand jury in the Van Wert court of common pleas, concerning thefts. Lovelette, arrested in January as a member of a five-man burglary ring that was alleged to have operated in this area for nearly 18 months, and accused of nearly 150 crimes, was indicted for an alleged breakin at the home of James Fosnaught, in Willshire, 0., and stealing $1 on March 25, also breaking into the Spitler Brothers store in Willshire, March 24, and stealing 51 packages of cigarettes. Thatcher was indicted for an alleged theft of a television set valued at $l9O. the nroperty of Cleo Painter, of Willshire. •* Judge Eugene R. McNeil, of the Van Wert court of common pleas, has indicated that the men probably will be arraigned today or Friday. The Board of Public Works and Safety expressly reserve the right to reject any or all bids and to ■waive any informally tn bidding. All bids shall be filed upon State Board of Accounts Form 95 ((revised) with non-colluslon affidavit on said form properly signed and acknowledged. Each bid in excess of five thousand dollars (15000.00) shall be accompanied by the State Board of Accounts Form 9«-2, properly filed and executed. A certified check, payable to the City of Decatur, Indiana in an amount equal to ten (10) per cent of the bid, shall be submitted with each bld. Contractors awarded work will be required to furnish acceptable surety bond in amount of 100%' of the contract price. Wage rates on this work shall not be less than the prescribed scale of wages as determined pursuant to the provisions of Chapter 319 of the Acts of the General Assembly of Indiana 1935. No bid shall be withdrawn after the time set for opening of bids, for a period of thirty (30) days after the scheduled time of opening bids.
