New Rule On Wheat History Detailed A farmer who has wheat planted in excess of his 1959 acreage allotmen has until May 15 to dispose of the excess acres, and it probably will increase his wheat allotment in the future if he does so, according to a reminder from James Garboden, chairman, Adams county* Agricultural Stabilization and Conservation Committee. A major factor in determining farm wheat allotments is the history of wheat grown previously on the farm. The farmer who complies with his allotment gets “history” credit not only for the allotment planted but also for his “diverted” acres, which is the acreage held out of wheat under the allotment program. On the other hand, under a new law effective this year, the farmer who produces excess wheat will usually receive history credit only for the allotment. In the past, the overproducer received Ms total wheat acreage as history. The farmer wno produces excess wheat in 1959 may deliver the excess to the secretary of agriculture or store it—in the farm under bond of in a commercial warehouse. In that way he avoids marketing quota penalties. He also gets history credit for his allotment plus diverted acres just as though he had complied with his allotment. However, the credit for diverted acres is lost in case the stored wheat is sold or used and the producer becomes liable for marketing quota penalties. There is another type of situation in which the producer exceeds his wheat allotment but produces no marketing excess. This may occur on farms where (1) the total wheat acreage is 15 acres or less; (2) the normal production of the wheat acreage is under 200 bushels; (3) the 1959 yield is so low that no excess is produced; or (4) the farm has been approved for the production of up to 30 acres of wheat for use on the farm under the feed wheat program.
