Reserve Contracts Effective Today Chairman James Garboden of the county agricultural stabilization and conservation committee today reminded farmers who have signed or expect to sign 1959 contracts in the conservation reserve of the soil bank that those contracts take effect April 15 in most cases. Where a conservation practice is started on the deisgnated land before April 15, Garboden said, the contract takes effect when the conservation use begins. After a contract goes into effect, the farmer is obligated not to use his soil bank contract for grazing livestock and not to harvest a crop from it.
