To Bill Russia For Plane Destruction WASHINGTON (UPD-The United States will send Russia a bill of about three million dollars for the Air Force transport plane destfoped in Soviet Armenia last Sept. 2. officials said today. But these off! cia l s conceded chances of collecting were virtually nil. Since World War 11, damage claims totalling nearly eight million dollars have been filed with Russia for five American planes shot down by Soviet fighters. Russia has paid only $724,947—ha1f of one claim. The United States took two of the claims to the World Court but Russia refused to submit to the court’s jurisdiction. A claim for the transport plane, which this country charges was shot down by Soviet fighters, hasn’t been figured yet. The plane, less its extensive communications equipment, originally cost about $2,450,000. State Department officials declined to speculate on damages that would be asked for the 17 airmen aboard the plane. Russia has returned six bodies but maintains it has no information on the other 11. Marvel turned himself in at Rockville and told authorities he stole the bonds .to support his family. STATE Continued from page one Meanwhile, a warm battle over “union reform” shaped up in the Senate with repeal of the “right to work" law as the prize. But rebel Republicans who expected Democrats to swallow meekly a strengthened “reform” measure for their support of the repeal bill apparently underestimated their opponents across the aisle. That was apparent as the Senate met as a committee of the whole late Tuesday to consider House Bill 66, a watered-down version of “union reform" which passed the Democratic-dominated House several weeks ago. Republicans, who hold a slim 27-23 majority in the upper chamber, introduced a series of amendments which completely revise H 866. The amendments, among other things, would require unions to hold secret election of officers, provide fines and prison * terms for union officials who did 1 not file with the state their financal records, establish procedures for calling a strike, prevent ' use of imported pickets, provide court remedies for union members s injured by the conduct of their I officers and set up a four-member . commission to study practices of unions, the extent of Communist , influence and infiltration, bribery, i extortion and coercion.
