'New Maneuvers In Scrap On Pay TV WASHINGTON (UPD-Some interesting new maneuvers are underway in the seven-year-old battle over_ pay television. It is too early yet to tell where they’ll lead. They conceivably could lead to a trial run for payTV before the year is out. Or they could founder on the defini- • 4is»-e< ttw weed - =«“—« - Three recent developments have intrigued observers here: ■ jl. Chairman Oren Harris (DArk.) of the Bouse Commerce Committee, a leading opponent of pay-TV,. introduced a bill which would permit the Federal Communications Commission to authorize limited “technical tests” of proposed subscription systems. 2. President Robert Sarnoff of the National Broadcasting Co., another arch-foe of “tailgate television,” declared publicly that he could see no harm, and possibly some good, in the kind of tests proposed by Harris. 3. FCC Chairman John l. Doerfer said he is convinced that a “Realistic test” of pay-TV can be arranged “without endangering our free television system.” The key words in these statements are the adjectives. Harris and Sarnoff favtor “technical” tests. Doerfer wants “realistic” tests. A "technical” test might be confined to determining whether the proposed pay-TV equipment would work. But a "realistic” test, according to Doerfer, would hpve to include a measurement of public response and the potential market for pay-as-you-see programs. Another difference concerns the

scope es the test. Harris’ bill would explicitly limit the testing of Any particular toll system to one area of the country. The FCC believes that a valid test should include at least three maior TV reception areas. Some observers here believe that a compromise can be worked Out during forthcoming congressional hearings on Harris’ bill. They say there is growing public pressure for a fair test erf payTV. and that opponents now recognize it will remain a bone of contention until there is such a test. j Heavy Rain Threat Apparently At End United PreSi” International The threat of heavy rain . ap-. peared ended today for Indiana s flood zone as crests of the Wabash and White Rivers moved toward the southwestern “pocket” area. Showers Friday and Saturday forged a second crest in the streams, hitting particularly hard* at West Terre Haute, where a four-day battle to keep a levee from crumbling was won just before a new bulge in the Wabash created a second crisis. No additional rain was expected before Tuesday night, and then only a little. Temperatures meanwhile were on the cold side, dropping to overnight lows ranging from 27 at South Bend to 30 at Fort Wayne after highs only four or five degrees warmer on Sunday. The five-day outlook called for temperatures averaging 2 to 5 degrees below normal, with the biggest departure in the north. It will warm up about Friday and turn colder again Saturday. Precipitation will total only one-quar-ter to one-third of an inch, most of it holding off until Friday. Highs today will range in the 40s and 50s, lows tonight from 18 to 28, and highs Tuesday from the low 30s to the mid 40s. Trade Id a good town — Decatu.

Russia Denies U.S. Airmen Being Held MOSCOW (UPI) — Russia today flatly denied that 11 Americans, missing since a U. S. transport plane went down in Soviet Armenia Sept. 2, were in the Soviet Union. A statement issued by the Soviet news agency Tass also branded as a “fantastic invention" a statement by President Eisenhower last week that false Soviet radio signals may; have “lured” U.S. planes over Russian territory. The Tass statement also repeated its claim that a tape recording produced by U. S. authorities of a conversation between Soviet pilots shooting down the U. S, transport plane was a ’'fabrication.” “Even a casual glaive, at this so - called recording* leaves no doubt that it is a gross falsification meant for naive people,” Tass said. ’ The statement said the Soviet Foreign Ministry had given U. S. authorities “all the information in the possession of Soviet authorities regarding the fate of the U. S. aircraft and its crew, and that no U. S. airman from the aforesmentioned aircraft are in the U. S. S.
