Chalmer Gross Dies At Portland Hospital i Chalmer Gross, 66, an Adams : county native, died at the Jay county hospital Sunday at 10:30 p.m. after being in failing health for several years. Conservation Clubs Aid Bird Programs The Adams county council of conservation clubs, at the regular February meeting, agreed to help in the 4-H bird-raising program, as in past years, by furnishing feed for approximately 4,500 pheasants and quail, which will be released later in this county. It is anticipated that another 1,500 to 2,00 birds will be raised by individuals and other organizations. • Another important resolution passed was to participate in national wild life week March 15 to 21. Plans are being made for an extensive campaign by the local clubs during this week to bring to the people the importance of conservaSon of natural resources. The theme of the week will be; "The three R’s and resources.” Contrary to public opinion, the national federation is not a governmental unit but a non-profit, nongovernmental organization composed of state affiliates having as their objective the conservation and wise use of natural resources. District director Sterling M. Dietrich of the Indianapolis district bureau of internal revenue, said that these claims from a year ago can’t be paid because the applicants- can’t be found. The checks were mailed out earlier this year, but bounced back because of incorrect or unintelligi-| ble addresses. Because taxpayers sometimes put down the wrong address on the returns to the bureau," the checks were naturally addressed wrongly at the district office. But in all cases, the bureau is anxious to make full restitution. Instead of being worried, the Wall Street experts appear happy about it. They hold the drop is healthy for the market. Some think the decline ought to be carried further—to 10 per cent or more. The market had been in an almost straight line rise since it touched 420 in the Dow-Jones industrial average in October of 1957. To the 1959 high of 600 plus, the gain has been 180 points or 43 per cent. The average that crossed 60 in 1959 was down to 92.92 on April 28. 1942, and hasn't been that low since. Hence the 17-year age for the bull. According to the chart experts who plot the future of the market by what it has dope in the past, a prolonged rise ought to have a correction of 33 1-3 to 40 per cent of the rise. One-third of the rise is 60 points and that’s 10 per cent in the aveage. If it went that low the average would go to 541, lowest since Nov. 25, 1958. The current decline of 5 per cent to an intra-day low Monday of around 571 is considered a minor correction, and one that might bring in some new buying. If the correction should go to 40 per cent of die 180-point rise it would bring the average down to around 525. At each of these levels the market has met support in the past, and hence it is believed it could meet it again. The 525 figure is one that has produced great support. The market touched that figure last on Sept. 25, 1958. It also hit it twice in 1956 and‘dnce in June, 1957. It was a tough figure to penetrate and it will produce strong resistance on the way down, it is held. This isn’t to indicate that there will be a drop of that scope. But it does demonstrate that Wall Street isn’t worrying about the market’s health.
