Bill On Direct Primary Moves Step Forward Would Switch Top Three Nominations To Direct Primary INDIANAPOLIS <UPD—A bill to switch nominations far the three top spots on the Indiana state ballot from the convention to direct primary system moved a step forward in the House today without debate. The big, introduced by minority Republican Rep. Richard Wright of Winchester, came, out of a House committee without recommendation. It proposes direct primary nominations for U.S. senator, governor and lieutenant governor. Nobody arose to promote or oppose the measure as it moved to the House floor. It advanced to second reading, .Despite the silence, there are indications that both Republicans and Democrats are divided in their opinions on a direct primary. Republican floor leader Cable Ball of Lafayette was known to oppose it, although Governor Handley endorsed it surprisingly in his Jan. 13 address to the legislators. Democratic floor leader Donald Foltz of Clinton previously had indicated the issue cuts across party lines and his party would not take a stand for or against. Indiaria is ohe of three states nominating candidates in party convention. The others are Connecticut and New York. Earlier, Republicans who previously blasted “unrealistic” Democratic spending proposals introduced bills which would cost

5% million dollars. , The bills, two dealing with school aid and one with flood control, were introduced late Thursday, shortly after GOP majority leader C. Wendell Martin (R-Indi-anapolis) explained to his Senate colleagues that the state’s financial picture now looks brighter. Martin said the same thing that minority leader Matthew Welsh (D-Vincennes) had said last week —that revenue figures used in compiling the budget were on the conservative side. In an apparent move to steal Democratic thunder, Martin said the revenue picture “may possibly be somewhat more optimistic than when the budget was prepared.” He said Republican legislative leaders are now “carefully considering” what increases can be made in state aid to local schools. Classroom Loan Fund Shortly after Martin’s , speech, the Senate adjourned. When it returned at mid-afternoon, Republicans were ready with the three bills. One school bill would put two million dollars into the Veterans Memorial School Constructicjn Fund for loans to communities for classrooms. The other would appropriate a half million dollars for emergency grants to needy schools. t A three million dollar flood control bill then was introduced by Sens. Albert Wesselman (REvansville) and Wesley Malone (R-CUnton). All three measures were advocated by Governor Handley in his recent message to the Genera! Assmbly. The flood bill would provide aid to communities located along rivers and streams which overflow and cause millions of dollars worth of damage each year. A proposed "Flood Control Revolving Fund” would be administered jointly by the governor and the Indiana Flood Control and Water Resources Commission. Communities would be eligible to "borrow up to SIOO,OOO from the fund for flood control projects. The state would provide up to 15

Upper Stage Fails To Fire On Rocket Thwarts Attempt At Test Os, Nose Cone CAPE CANAVERAL, Fla. (UPD —That old bugbear of rocketryfailure of an upper stage to firefoiled an attempt to test a futuristic nose cone over intercontinental range early today. A Thor-Able rocket with a sharp, dagger-like nose cone probably rose about 65 miles above the earth on the start of a flight. But all the Air Force’s elaborate preparations to recover the cone went for naught when the rocket’s second stage failed to ignite. The 90-foot, two-stage rocket was the fourth in the Thor-Able test series, but it was the first to be fitted with the sharp, tapered nose cone which may be used on small, solid-fuel intercontinental ballistic missiles still on the drawing boards. It was learned that the new nose cone design will probably, be used in the solid-fuel, lightweight intercontinental ballistic missiles of the future. The only small ICBM now being developed is the Minuteman, for which Boeing has ' the prime contract. Several important firings here in the last year have been foiled 'by failure of an upper stage, ini eluding the Air Force's Moonshot, and several Vanguard and Jupi- . ter-C satellite launching rockets.
