Mikoyan was told forcefully on Capitol Hill that there was no division between Congress and the executive branch in the field of over-all foreign policy. —As aftermath of the Mikoyan visit, he said the United States stood ready to explore any proposal at any time if it advanced the cause of peace. But he said this country would not accept without question, a proposal by the Kremlin simply because Russian leaders insisted it was the only avenue to peace. —He expressed the opinion that a federal conciliation agency proposed by Senator Johnson to help solve civil rights disputes would not be fruitful at present as a
