Rural Youth Clubs To Receive Awards Adams County Club Among 46 Honored Rural youth clubs from 46 Indiana counties will receive achievement awards Jan. 22 at state rural youth day at Purdue University. The program will be held in connection with Purdue’s farm science days, Jan. 19-24. F. L. Mcßeynolds, associate in rural youth work and recreation at Purdue, said that this year’s attendance is expected to exceed the record set in 1957, when 848 persons attended. Paul Johnson, editor of the P’rairie Farmer, will make the Prairie Farmer-WLS awards. Kelso Wessel, Wanatah, chairman of the state evaluation committee for 1958, listed these counties from which clubs will receive recognition. Adams, Allen, Bartholomew, Benton, Blackford, Boone, Cass, Carroll, Clinton, DeKalb, Dearborn, Delaware, Dubois, Fayette, Franklin, Fulton, Grant, Greene, Mamilton, Hancock, Hendricks, Henry. ANNUAL BUDGET Continued from page one Defense Gets Most By far the biggest chunk of the new budget was $40,945,000,000 for defense, with the accent on missile and space projects. He gave no precise figure, but one source made an educated guess that space spending of all types would hit three-quarters of a billion dollars. His space progfam envisioned projects ranging from space weather stations to manned flight to the planets. Eisenhower hiked prospective outlays for the /Atomic Energy Commission, too, but budgeted nothing for nuclear weapons tests for the year starting next July 1 in hopes a ban on testing will be agreed upon. This country offered to suspend such tests for a year starting last Oct. 31. He outlined a 10 per cent cut in foreign aid, from an anticipated $3,881,000,000 this year to $3,498,-
000,000 next. Biggest reduction was a 462 million dollar drop in military assistance, partly offset by increases elsewhere. Steps On Tses Placing heavy emphasis on halting or tapering off what some regard as federal handouts, Eisenhower stepped on many toes by; —Proposing to slash the farm budget from an estimated $7,340,000.000 this year to $6,450,000,000 and announcing he will try to revamp the “largely outmoded” price support system. —Refusing to okay any new lowrent public housing projects; flood control, navigation and irrigation programs, or hospitals for war veterans. > —Cutting new spending for local hospital grants, health research facilities and waste treatment works. And huge as it was, his military budget was only 145 million dollars more than expected spending this year, a fact sure to provoke outcries from congressmen clamoring for bigger defense outlays. Wants Private Financing The President said he would ask for legislation to “encourage” more private financing of veterans housing, rural electrification and telephone projects, college housing and maritime mortgages. Eisenhower said in his 78-page message that his austerity-pros-perity budget was neither “extravagant” nor “unduly limiting.*’ “It rejects the philosophy that the national welfare is best served by satisfying every demand for federal expenditures,” he said.' „His appeal to the Democratic Congress to help keep the budget balanced was not expected to draw a sympathetic response. For one thing, majority Democrats had been criticizing the budget as too small even before its details came out. For another, his budget balancing hopes hinged on many proposals distasteful to Congress —for example, a postal rate hike on the heels of the 550 million-dollar boost Congress approved last year. “ Blast IkO Estimates f Democratic critics also were expected to take issue with Eisenhower’s revenue and expenditure estimates for the coming year. They pointed to the fact that a year ago the President foresaw a 500-million-dollar surplus for this year, but that the latest estimate for this year is for a deficit almost 26 times that amount* One reason the 1960 budget is well below this year’s spending is that the President now intends to spend some extra money between now and June 30 when the current fiscal year ends. For exampl, he said he will ask Congress for $1,375,000,000 “promptly” for a “U.S. subscription to the International Monetary Fund. Since this is a -one-shot payment, it won’t appear again in the 1960 budget. Besides the big reduction in farm spending, another sizable cut came in the administration’s housing and home finance budget. This

was compressed from an estimated 11,864,000,000 this year to 318 million dollars next. The budget said this was possible because of a sharp drop in mortgage purchases under an anti-recession program and plans to liquidate other mortgages by trading them for government bonds. Asks Breathing Spell In slamming the brakes on new public works programs, the President said that such projects were jaekdd up last year partly to combat the recession and that spending for civil public works next year will be at the highest level ever. , “It therefore seems both possible and prudent to take a breathing spell in the initiation of new projects,” he said. There were few spots in the 1,027-page budget where Eisenhower proposed sizable, increases in spndlng. The main exception was one item where he had no choice —interest on the national debt. Even though he expects the debt to b at 285 billion dollars at the end of the next fiscal year, just as at the start, the President said interest costs will climb from $7,500,000,000 this year to 8 billion dollars next, because it costs more to borrow money.
