He said Democratic Senate leaders * ‘have not even discussed it.” Christy said he would have preferred a public hearing on the bill “at an earlier date” and said it was “more than likely I will appear to speak on behalf of the bill.” . • Christy said he could find no evidence of reports that he would be asked to bow out as co-author of the bill to make room for a Republican. Many observers believed the bill has a better chance to pass if authored jointly by a Republican and Democrat. “My only , interest is to get the bill passed,” Christy said. “If the substitution of a Republican for myself would expedite passage, I would be only too happy to get off to get it moving.” Dallas Sells, president of .the Indiana AFL-CIO and arch foe of right to work, said the setting of a hearing date came as “no' surprise,” He paid representatives of his organization “will be there to testify” and “it’s quite possible I may be there myself.” No Mass March But he said there would be no mass demonstration by union members such as took place in 1957 when Governor Handley let “right to work” become law without his signature. The proposed bill also would provide union members a cause of action against union officers for acts of fraud, corruption and other types of illegal action. Grills said he sent copies of ..the proposed bill to Sells and Jack Reich, executive vice president of the Indiana State Chamber of Commerce, asking them for suggestions. PROPOSES HIKE Continued from page one posed in the House would make teacher salaries “more realistic.” Under his plan, a separate distribution formula would be worked out calling for the state’s share of school maintenance and operation costs to be raised from $3,400 rto $4,800 for each classroom unit. An additional $1,250 would be allocated to schools in poorer areas. Both Welsh and Foltz denied that taxes would have to be raised to incorporate the salary hike and distribution change into the budget. “We realize we cannot spend money we do not have and we are not going to raise taxes,” Welsh said. Foltz said a tax hike would not be necessary because Democrats are using a higher figure for expected state income than the State Budget Committee did in compiling the budget. Wants Discussion Sen. D. Russell Bontrager (RElkhart), chairman of the Senate Education Committee, said Republicans, who hold a slim 27-23 majority in the upper house, would be “happy” to discuss Welsh’s proposals. He said GOP lawmakers have been studying the problem ever since the 1957 session and had counter proposals to make. He expressed his “hope” that the matter could be worked out “free of partisan bickering.” The biggest news in the Senate was word from Sen. George E. McDermott (R-Alexandria) that he would hold a hearing on the “right to work” repealer “either Jan. 22 or Jap. 29.” McDermott, chairman of the Senate »Labor Committee, warned anti-right to work legislators not to attempt to blast the bill from committee les they “incur the wrath of the people of Indiana.” Two Indianapolis Republicans, Sens. Martha Burnett and J. Russell Townsend, introduced a bill which would exclude household goods from personal property taxation. A similar bill failed four years ago because lawmakers considered it unconstitutional. Another Senate bill would insure the job seniority and rights of reserve members of the armed forces called to temporary duty not to exceed 15 days and , a Senate joint resolution would create a special sub-committee to study group life insurance for state employes.
