Winter arrived in Hoosierland in the pre-dawn hours on a comparatively mild note. Overnight temperatures remained weU above zero, with Fort Wayne reporting a low of 14, South Bend 17, Indianapolis 19. The five-day outlook for the period ending next Saturday caHed for temperatures averaging 7 to 10 degrees above normal highs of 34 to 46 and lows of 13 to 21—the first above - normal readings since before the Thanksgiving hoUday in Indiana. Little or no precipitation was expected. The outlook called for warmer tohight and Tuesday, with little change thereafter through Saturday. The high today was expected to range from the mid-30s upstate to the upper 40s in the south. The high Tuesday may soar to about 50. Temperatures Sunday hit 35 at Evansville, 30 at Indianapolis and Lafayette. State Traffic Toll Nearing 1,000 Mark Nine Traffic Deaths Reported In State United Press International Indiana’s 1958 traffic death toll could hit the unwanted 1,000mark today. At least nine weekend fatalities upped the year’s toll to 998, according to tiie latest United Press International figures. The year’s toll was pushed toward 1,000 with the addition of two weekend deaths in Lake County.

Car, Truck Collide Here This Morning A semi-truck and an auto collided at the intersection of Second and Monroe streets today at 10:53 a.m. when both drivers attempted a right turn at the same time. A car driven by Carolyn Ruth Ruble, 23, route two, Monroeville, attempted a right turn off Monroe street onto Second street from the right lane of traffic, as did a truck driven by Albert Wesley Hill, 54, Hume, 111., who was attempting the right turn from the left lane of traffic. The investigating officer estimated damages to the auto at S2OO and no damages resulted to the truck.
Heavy Fire Damage In Indiana Cities Industrial Plants Are Swept By Fire INDIANAPOLIS (UPD — Officials of industrial plants in Indianapolis and South Bend began assessing the damage today in the wake of fires which destroyed one factory and hampered production at another. ’ A two-alarm blaze which hospitalized two firemen, destroyed a filtering shed at the American Lead Plant of National Lead Co., here Sunday before being brought under control. The injured firemen, Guy, 30, and Norman Johnson, 25, were reported in fair condition at General Hospital. They were treated for smoke inhalation and injuries Suffered when they fell from a 12-foot scaffold. At least three other firemen also succumbed to the choking, sulphur dioxide-tainted smoke, but,, were treated by rescue units at the scene. Damage to the three-story brick Structure was estimated at $5,000. ’ Daniel O’Donnell, chief of the Indianapolis Fire Prevention Bureau, said the fire was caused by 800-degree heat of the filter bags in the building. He said an alarm was not turned in until after a plant fire crew found they couldn’t control the blaze because of weak water pressure. At South Bend, nearly 100 firemen worked for three hours Sunday to control a spectacular blaze which nearly destroyed a small steel fabricating plant. Damage to the one-story brick building and its contents was estimated at $50,000. The plant, Fabricated Steel Products of Indiana, Inc.; was protected by insurance, however. Eisenhower, Wife EnfertainStaff Christmas Party Is , Held For Thousand WASHINGTON (UPD — President and Mrs. Eisenhower gave a coffee-and-cake Christinas party for nearly 1,000 members of the White House staff today. Each guest received an identical Christmas gift—a print of a recent. Eisenhower painting of a weathered red barn. The Eisenhowers, standing just inside the green room, greeted their guests informally as the members of the staff filed through the so-called public rooms of the White House and into the east room. There was no. attempt at a formal reception, and the President and his wife spent about an hour mingling with the help. The Christmas reception was unusually large today because, in addition to the White House staff, the President and his wife invited the police, the Secret Service agents, drivers and mechanics from the White House motor pool, plus a large contingent from the armed services.
Two New License Branches Planned Fort Wayne Bureau Changes Announced INDIANAPOLIS UPD — State Motor Vehicles Commissioner Robert McMahan today announced the creation of two new license branches in Allen County. He said the present Fort Wayne branch would be divided into two and Mrs. Corine Nagel, Fort Wayne, was named to replace Thomas Gallmeyer, Fort Wayne, in the existing branch. Hie new south-side branch will be managed by Mel Azar, returning county assessor. It will be set up as soon as a suitable location is found. Mrs. Nagel will take over after the State Board of Accounts makes the required routine check of Gallmeyer's records. Another new branch will be opened at New Haven as soon as a location is found. Richard Van Kirk whs named manager of that bmch. McMahan also named MrS. Elizabeth Littlejohn to take over the Grabill branch near Fort Wayne from Jess Gehrig. The accounts board will audit Gehrig’s books Dec. 29. McMahan said as far as he knows, the changes are non - political. Russia Proposes To Cut Defense Costs Balanced Budget Is Given Parliament MOSCOW (UPD —Finance Minister Arseny Zverev today asked the Supreme Soviet (parliament) to approve a 1959 budget that would cut Russian defense spending for the fourth consecutive year. Zverev proposed a balanced budget which would produce 722.9 billion rubles in revenue for the coming year—lßo.7 biltion dollars at the official exchange rate—and expenditures of 707.2 billion rubles -*-176.8 billion dollars. He proposed a “visible military budget" of 96.1 billion rubles (24.025 billion dollars) for 1959, about 193,275,000 rubles (£43,316,750) less than the comparable figure for 1958. The current U. S. budget calls for expenditures of 80 billion dollars, about half of which is for defense. The Soviet budget for “visible military" items presumably would not include such costly items as rocket research. The budget proposal, made at the first working session of the Supreme Soviet, was expected to be endorsed overwhelmingly by the 1,347 deputies, now meeting here for the second parliamentary session of the year. Zverev asked the lawmakers to approve 27.3 billion rubles (6.8 billion dollars) for science. He gave no immediate breakdown. He said the military budget “reflects the Soviet Union’s policy of preserving peace and lessening tensions throughout the world” but that Russia “cannot disregard j the fact that some aggressive (countries are threatening peace, 1 increasing tension and the danger of war.” For that reason, he said, the military budget was “about the same level as for the current year.” Nine Persons Dead In Florida Wreck BELLE GLADE, Fla. (UPD — Excessive speed at a dangerous curve has been blamed for a twocar collision which killed nine persons and hospitalized another. The Highway Patrol said a car containing nine Puerto Rican laborers was going 85 to 95 miles an hour early Sunday when it spun out of control and * slammed into a car driven by an off-duty policeman. Eight of the Puerto Ricans and the policeman were killed.

All conservation reserve Contracts require that the land included be devoted to grass, trees, or a water or wildlife conservation practice. If the conservation practice to bemused on the designated land is performed before April 38, the contract becomes effective at the time the practice is started. This means that 1958 crops on land put in the conservation reserve this fall can be harvested before the contract goes into effect.
