, Total Deadlock On Free Trading Area Deadlock Admitted By Britain, France PARIS (UPI) - Britain and 1 France admitted total deadlock on 1 a European free trading area today, but moved to prevent it flar- [ ing into a trade war that could • split open the North Atlantic alHance. The economic quarrel temporarily overshadowed the Berlin issue on the eve of the North Atlantic Treaty Organization Council ; session opening here Tuesday. Premier Charles de Gaulle scheduled a meeting this after--1 noon with West German Economics Minister Ludwig Erhard. He also was expected to discuss the trade crisis when he meets , with U.S. Secretary of State John Foster Dulles this afternoon. The free trade area issue was battled out on two fronts: » —ln the ministerial council of the 15-nation Council of Europe*, British Foreign Secretary Selwyn Lloyd appealed urgently to France to avoid an open rupture. The council later passed a mollifying resolution calling for some form of “multilateral association” between France and the other mem--1 bers of the planned six-nation European common market on the one hand and the other 11 nations of the Organization for European Economic Cooperation on the other. —ln the ’ ministerial council of the 17-nation OEEC, Britain’s pay-master-general Reginald Maudling admitted complete failure of his efforts to get the six common market nations to join Britain in a wider European free trading . area. Indiana Republican Officials Meeting Reporters Barred At Today's Parley I INDIANAPOLIS (UPI) — About 400 RepubUcan party officials met in Indianapolis today .to diagnose the Hoosier GOP ailments and to fe plan a party revival in coming elections. Simultaneously, Indiana union leaders, partly responsible for the GOP slaughter in the recent i election, staged their biennial pre- ’ legislative conference. All of the RepubUcan county and district chairmen and vicechairmen were invited by Governor Handley to a luncheon preceding the conference. Opposition to a Democratic proposal to delay municipal elections from 1959 to 1960 was expected to be plotted by the GOP party officials. The Republicans have nothing to gain by granting present mayors and other city officials an additional year in office because sotne per cent of those officers new are Democrats and only about 20 per cent are Republicans. Because of much factionalism in the party, the meeting today was expected to be more controversial than a gathering Friday, at which GOP publishers and editors were guests and the Governor was host. Newsmen were invited to report proceedings at. Friday’s meeting, but they were barred from today's gathering. The meeting of the labor chiefs was called by the Indiana State AFL-CIO. An official statement was issued saying labor proposals in the 1959 General Assembly would include: —Repeal of the “right-to-work” law. — Legalizing of supplemental .unemployment benefits. — An effective Fair Employment Practices law. —A state minimum wage law equal pay for equal work. —Authority for unicm bargaining for governmental qtnployes.

The “right to work” law was blamed for the GOP losses in the recent election by Congresswoman Cecil Harden and other defeated candidates. Ex-Senator Paid $25,000 By Union Committee Reports On Bender Payment WASHINGTON <UPD — Former Sen. George H. Bender (R-Ohio) charged nfearly $25,00 for running the Teamster Union’s “cleanup corrimjssibn” ( fdr about three months, Chairman John L. McClellan (D-Ark.) of the Senate Rackets Committee reported today. ’ McClellan said Bender received $15,750 in fees from the union. He 1 said the union also “dipped into, its treasury" to pay additional office expenses bringing the overall total to $24,800.58. McClellan sent the committee’s data on the payments to Martin F. O’Donoghue, chairman of the court-appointed board of monitors which is supervising the union’s administration. The senator noted that a court decision last week instructed the board “to continue its” cleanup of the Teamsters Union.”. McClellan said the committee s records show that: —Bender received $15,750 in fees for the period Aug. 18 to Nov. 14, 1958, charging the union $250 a day for 63 working days “only two fewer than the total number of working days in this period." —The union paid Bender's perI sonal secretary $3,000 in salary for the period Aug. 18-Dec. 4. —lt paid $660.70 for extra clerical help in that period. —The union paid $953 rent on Bender’s office for the period: $763 in telephone and - telegraph charges; $425 in postage; $659.08 for letter service; and $813.35 for airline transportation. McClellan commented thati Teamster President James R I Hoffa announced last week that the Bender commission had found the union ’’free of corruption." Everr without that statement, McClellan said, “the very appointment of the Bender commission “was a duplication of effort which would be an additional burden on the funds of the Teamsters Union, which are derived from the member’s dues.”

The newspaper Al Ahram said the fight broke out in the village of Benin Sarnie in upper Egypt over who should pay for the repairing of the pump used jointly by the families.
