Republican Party probably will be determined at a luncheon of GOP editors and publishers Friday at which Governor Handley will be host. The governor will consult with the newspapermen in. a closed session at which the* agenda probably will be: —Reasons for the GOP election debacle. , — Legislative policies, perhaps including the party’s stand on reapportionment, jobless insurance and workmen’s compensa-
tion increases, the 'primary, the probable billion-dollar budget, the merit system, steps to reduce future graft in the State Highway Department and federal aid. —Plans for the 1959 mayoralty campaigns during which the GOP leaders hope to stage a party comeback, as did the Democrats in 1955. — Streamlining of the entire party organization in preparation for the 1960 presidential and gubernatorial campaigns. Meets Chairmen Monday
Present plans are that the governor will be the only state officia land party leader to confer with the newsmen, a rather unique procedure. | Handley was expected to discuss the same subjects at a meeting of all county and district GOP chairmen and vice chairmen at Indianapolis Monday. Mote than 200 party officials, including the 184 county c hairmen and vice chairmen and their 11 district counterparts, received letters from Handley asking that
they attend the meeting. Plans for the 1959 mayoralty and 1960 presidential and gubernatorial campaigns will get strong emphasis at the session, a party spokesman indicated. With two more years to serve, Handley, following his defeat for U.S. senator, announced he would attempt to be “one of the best governors in Indiana history.” Although the governor was swamped in the senatorial struggle by nearly 250,000 votes he has said he is not pessimistic

about the party’s future. He has cited the pendulum-like history of Hoosier politics involving swings, sometimes heavly from the Republcan to Democratic party and vce versa during tho present century. Analyzes Vote Shift Statisticians have pointed out that only two years ago the GOP lead in the presidential voting was 398,903 and in the governorship balloting was 222,080. However, a relatively small vote shift could have reversed the overwhelming 1956 results, according to an analysis of the Indiana State Chamber of Commerce. '> “Despite the strong state-wide Republican victory in 1956,” the analysis said, “particularly in the presdential voting, a shift of only 10.14 per cent of the votes for the two major candidates nevertheless would have put Indiana presidential electors in the Democratic column. “In the governorship race, a shift of 5.84 per cent of the votes cast, for the two principal candidates would have taken the victory from the Republican candidate and given to the Democratic candidate. In the 11 congressional races, the vote shifting that would have been required to reverse the outcomes in the respective districts ranged from .18 of one per cent in the Bth District to 13.59 per cent in the 4th District of votes' cast for the major party candidates.” GOP Benefit in ‘59 In the mayoralty contest next year, the Republicans will have the benefit of the natural antagonism to the Democratic mayoralty “ins” based almost alto* gether on purely local issues. In the 1960 election, the Democrats, with sweeping control of both houses of Congress, will have to take the blame or the credit for possible higher costs of government, probable increased gasoline taxes, diluted union reform legislation, likelihood of outlawing of <ight-to-work laws of states and other unpopular measures. Prcsdent Eisenhower has the power to porpose, but the Democratio lawmakers have the greater right to dispose. The Republicans are cheered by that fact that there is every likelihood that the present Mneup oi 8 Democratic and 3 Republican congressmen in Hoosiertand will be changed to 6 GOP and 5 DemocratiO congressmen in 1960, .or even better for the GOP. Three GOP congressmen were defeated by rather fluke votes in the 1958 electiori. They were Mrs. Cecil Harden, Covington, 6th District: Earl Wilson. Bedford, 9th District, and Ralph Harvey, New Castle, 10th District. By all odds, the surviving Republican congressman would prevail in 1960. They are Charles A. Halleck. Rensselaer, 2nd District: E. Ross Adair, Fort Wayne. 4th District, and William G. Bray, Martinsville, 7th District. *The Hoosier situation for presdent and for governor and other state offees in 1960. however, wiU depend largely upon the so-called “trend.’
