Driver Is Charged J Following Accident Two Accidents Are ; Reported Here Today Two accidents occurred during the wee hours of this morning I when both drivers veered their autos across the road striking parked autos. One accident occurred within the city limits while the second mishap occurred in ‘Preble. One of the drivers was arrested by the investigating officer for driving left of Center when not passing. The Preble accident occurred,[ When a car operated by Rubio Castanda Ascencior, 21. of Holgate, 0... veered across the highway while headed east on U. S. 224 and struck a parked car.owned by Mrs. Annoti M. Baker, 68. Decatur. Ascencior drove the auto tor two tenths of a mile after the accident until the car stopped and would no longer travel under its own power. He then headed toward Decatur on foot but was apprehended by the : deputy sheriff headed to the scene I of the accident to conduct his in- ' vestigatipn. the accident on foot. The sheriff's department estimated damages at S2OO to both autos. The investigation of the accident was held at 2:50 a.m. Ascencior was arrested for driving left of center and is scheduled to appear in justice of the peace court November 21 at 8:30 o’clock. The city police department was called at 5:06 a.m. today investigate a similar accident on North Second street. The report shows that a car driven by Lamar Brandt, 18, route two, Decatur, struck a parked auto owned by Ray Heller of Decatur, while Brandt was headed south on Second street. The Brandt vehicle veered across the street and struck the Heller car on the left front end. J Police estimated the damage to the Brandt vehicle at S2OO and no ■ estimate was given for the Heller car. Office At Marion Destroyed By Fire MARION, Ind. Democrats To Seek Auto License Jobs Bipartisan Dealing May Be Forthcoming By EUGENE J. CADOU United Press International INDIANAPOLIS (UPD — There may be some bipartisan dealing designed to prevent Governor Handley from nominating his successor in 1960. Through use of state patronage and prerogatives, a governor i often can control the state committee of his party and choose the next governor. But me uemociats already 'have started a movement to strip I the Republican governor of one of his powers—to appoint the heads of about 185 auto license bureaus, a lush type of patronage. Sen. Paul Bitz, Evansville Dem- [ ocrat, has announced the raid by the Democrats on the license bureaus. He managed the campaign of Evansville Mayor Vance Hartke, who defeated Handley for U.S. senator by about 242,000 votes. This .legislation will be easy to pass in the House of Representatives of the 1959 General Assem- . bly where the lineup is 79 Democrats and 21 Republicans, but will have harder sailing in the Senate, which the GOP barely manages, 27-to-23. One Senator lil But at least one Republican senator, Maurice Mendenhall of Hamilton and Boone Counties, is on the sick list and a handful of other GOP senators belong to the anti-Handley faction which probably would favor Rep. William G. i Bray, Martinsville for governor, if Bray gives its members the go-sign. A leading member of this group is Sen. Roy Conrad, Monticello, i a chronic maverick who is re- ’ garded as one of the ablest mem- [ bers of the uppeg house. Conrad | plays closely with Rep. Charles [A. Halleck, Renssealer, who is classified as anti-Handley. Conrad was floor leader for former Gov. George N. Craigite lawmakers. Ordinarily, the ripper movement would give the license bureaus to Secretary of State John R. Walsh Anderson Democrat. But a Ligpartisan deal might take on a pious tinge by injecting the home rule factor. This could be done by giving the license bureaus to the county clerks, of whom most are Democrats but quite a few are Republicans. Would Veto Bill Handley undoubtedly would veto such a bill. He has praphrased Winston Churchill by saying, “I shall keep control of the automobile license patronage. My position is similar to that of Winston Churchill- I was not elected governor to preside''over the liquidation of the Republican party in Indiana.” However, a simple majority of both houses can override the governor’s veto. Even in the smaller counties the license branch manager makes as much as $5,000 a year, usually in addition to the revenue from his regular business or salaried post. The earnings in some larger cities are reported to reach $25,000 or more, but these usually are split among a number of the party faithful. Quite a number of in-between counties provide SIO,OOO for the license manager. Many of the managers are county chairmen and others are men or women recommended by the county chairmen, who elect .the district committeemen, who, lin turn, choose the state chair- ! men. These party officials likewise select a big majority of the I delegates to the state convention, who nominate the candidates for governor and other state offices. Hence their great power. Plan Showdown On Anti-Filibuster Rule Senate Democratic Leader Sees Fight WASHINGTON (UPD— Senate i Democratic Leader Lyndon B. I Johnson is resigned to a show- ' down on changing the Senate's i anti-filibuster rule. But he wants ’it to be resolved in an “intelli- ‘ gent, dignified manner.” He's less convinced there should be any kind of rush to put through another civil rights bill to give the federal government more power to enforce .integration in schools or other public places. As a result there is every indication the Senate will spend its first few days at least debating I revision of its Rule 22, which now requires 64 votes to gag a filibuster. This wall be the opening highlight of what Johnson sa\s will be a “can-do” Congress. ' While strong outside pressures are being applied to avoid “compromises'' on either Rule 22 or civil rights, there is some evidence Johnson’s “let’s reason this ! out” approach may be catching, b Meanwhile 17 national civic, laIjbor and religious organizations I [ called on Johnson by letter to II back a majority rule that would I permit 50, rather than 64, senaI tors to gag a filibuster. Monthly Meeting Held By Cub Pack Pack 3061 Holds Regular Meeting Cub pack 3061 held its November meeting Wednesday night at the Lincoln grade school auditorium, with approximately 125 persons attending, Maurice Teeple cubmaster, said today. Opening ceremonies were held by den 2 with each den in turn giving a report on places visited during the month such as the police station, Citizens Telephone office, General Electric and the city fire station. Lamps made of logs, cornucopia and bouquets made from waxed leaves were exhibited. Den 10 displayed pictures of places visited during the month by its members. Lowell Smith gave a discussion on Indian relices and displayed his collection. Awards were presented to the cubs and den chief cards and manuals were also presented. Pack 3061 will hold a committee meeting Monday at 7 o'clock in the Lihcoln grade school auditorium. Lesson In Handling Gun Fatal To Youth UPLAND. Ind. (UPD — A lesson in handling a gun while on a hunting trip has cost of the life of Phillip Ray Jones, 17, Upland. State Police said the youth was demonstrating to his younger brother. Donald, 13, how not to put a shotgun through a fence late Wednesday. The shotgun discharged and the blast struck Phillip in the chest, killing him instantly. The tw’o brothers were hunting on a farm west of here. Stole 20 Hogs To Obtain Wedding Fund VALPARAISO. Ind. (UPD — Francis Hansford, 20, was charged with grand larceny in Porter Circuit Court Wednesday for stealing 20 hogs which he said he intended j to sell to raise funds so he could : marry. Hansford was arrested and told his story to Sheriff Lester Hineline When he went to the Valparaiso Stockyards to collect $lB5 for six of the hogs. The other 14 animals were found in a shed on an abandoned farm. Toung Cashier Is Robbed 0f5515 SOUTH BEND. Ind. Purdue University Representatives Here Two representatives of Purdue university spoke with Decatur high school juniors and seniors on the merits of the respective programs of their centers, Deane Dor win, college counsellor for the high school, said today. Charles Henry, an associate in admissions at Purdue university counseled about 15 high school juniors and seniors Tuesday. Noland Cooper, registrar for the Purdue center in. Fort Wayne, counseled with 8 boys and girls ihterested in the Purdue extension program at Fort Wayne Wednesday. Several more schools will be represented at future programs, so that juniors and seniors may know what to expect from various colleges and universities in the state, Dorwin added. North Manchester Man Is Killed By Auto NORTH MANCHESTER, Ind. (UPI) — Daniel Booher, 72. North Manchester, was killed by a car today as he made an "unnecessary” trip across a town street. The car was'driven by'Bob Postom. North Manchester, who skidded his vehicle 30 feet in an futile effort to avoid hitting Booher. Relatives said Booher was taking a daily early - morning walk downtown from his home. They said he had a habit of walking across a street and back to the side he started from, although a direct route from Bpe to town dici not make such"ction necessary. Richmond Tourney Will Open Tonight RICHMOND, Ind. (UPD — Defending champion Anderson led a field of eight teams into the first round of the annual City of Richmond college basketball tourney today. Anderson, favored to the title it won last year, was paired against Marian. In other gamps, host Earlham faced Rio Grande, I Franklin took on Wilmington of Ohio, and Taylor squared off against Concordia (Fort Wayne). Franklin and Wilmington are the Only new entries in the tourney which ends Saturday night. Giants Sign O'Doul As Batting Coach SAN FRANCISCO (UPI) — Lefty O’Doul took over again today as batting coach for the San Francisco Giants. The former National League batting hero, who led the loop’s hitters twice, was signed Wednesday to work with the rookies in spring training next March. Horseshoe League Will Meet Friday The Adams county horseshoe league will meet at 7:30 p.m. Friday at the Farm Bureau building in Monroe. Spider Webb Winner Against Giardello SAN FRANCISCO (UPI) —This city by the Golden Gate was nothing more than "whammyville” today as far as Joey Giardello was concerned. Last June he lost a controversial decision here in the Cow Palace to Joey Giambra. Then Wednesday night, after being introduced as "the uncrowned middleweight champion of the world,” he was stopped in seven rounds by Spider Webb. A nationwide television audience plus a crowd of 8.571 cash customers sat in on Giardello’s pre-fight "coronation” t>y announcer Jack Reed and ultimate slaughter by the sharp workman from Chicago. The gross gate was $42,790 and the net $39,948.66, of which Giardello took 30 per cent and Webb 25 per cent. Referee Vern Bybee stopped the bout at 1:30 of the seventh as a river of blood coursed down the Long Islander's features from a cut left eye which he suffered in the fourth round. It marked the first time that Giardello had failed to go the distance since 1950 when Harold Green decked him for the full count. Two Youths Killed As Train Hits Auto SCHERERVILLE. Ind. (UPI) — A Pennsylvania Railroad train smashed into a car at an unguarded crossing at the edge of this Lake County town late Wednesday, killing two Baat Chicago* youths returning home from a hunting jaunt.
