Predicts Vote Shift He said “hundreds of thousands of votes will be shifted from the Democratic to Republican candidates in key House and Senate races” if the members of the President's cabinet would “fight . . effectively and articulately for their policies.” Two cabinet officers did speak up. In a speech at Muskegon, Mich. Thursday night Labor Secretary James P. Mitchell said labor reform legislation Would be the first order of business next January if voters elect a Republican Congress Nov. 4. He dared Democratic cpngressional leaders to make the same promise. He also charged Democrats had created a campaign issue by falsely accusing Republicans of killing compromise labor reform legislation last session. "House Democrats treated labor reform legislation like a skunk at a picnic,” Mitchell declared. Secretary of Agriculture Ezra Taft Benson, in a speech prepared for delivery today at Chicago, said the Eisenhower administration had turned back “a tidal drift toward a socialized agriculture.” . He said the administration had waged “a long hard fight to change farm legislation to a basis of sound economic principles and away from political expediency. Farmers have had about all the political panaceas they can take."
