(UPD — Special Judge Henry Baily of Peru today took under advisement in Cass Circuit Court a motion that three counts of murder and voluntary manslaughter be quashed in the case of Mrs. Yvonne Adkins. 24, Twelve Mile. Mrs. Adkins was indicted by a grand jury in the slaying of her husband, Henry, last May 23. But U&r defense attorney said Wednesday that Mrs. Adkins was denicn the privilege of having an attorney present during the investigMtion. *’ • Furthermore, the plea charged that Mrs. Adkins was compelled to answer questions in violation of a constitutional provision against self-incrimination.

Margin Second Highest Today’s margin which' applies only to new purchases of stock is the second highest on record, having been exceeded only by 100 per cent margins in effect from Jan. 21. 1946 to Feb. 1, 1947. Last Jan. 16, the Federal Reserve which is the sole authority for margins cut the figure from 70 per cent to 50 per cent. On Aug. sth, the board raised the margins to 70 per cent. Stock market credit on Sept. 30 had reached $4,300,000,000, the highest total on record, it was reported. Brokers' loans to customers for carrying . stock purchases totaled $3,100,000,000, a rise of nearly 3 per cent since August and a rise of 2Q per cent since the first of the year! x Os No Concern Bank loans to customers for carrying stocks and bonds amounted to $1,200,000,000 on Sept. 30, a 4 per cent decline from the beginning of August and a rise of 8 per cent since Jan. 1. Edward T. McCormick, president of the American Stock Exchange, said the rise should be of no concern whatsoever to business or to the securities industry. Payment Rates In Soil Bank Explained Rates Established Under Federal Law Farmers who may have wondered just how conservation reserve annual payment rates are determined for eligible cropland and have this explanation from Victor Bleeke, chairman of the Adams county agricultural stabilization and conservation committee. The chairman points out that the individual farm rates are established by the county ASC committee on the basis of the soil bank .law and national program regulations set up by the .S. Department of agriculture under the law. nder the soil bank law, the secretary of agriculture establishes annual payment rates which give farmers a “fair and reasonable return” on land put in the conservation reserve, taking into consideration value of the land for production of crops cutomarily grown upon it prevailing cash rentals for such land and the incentive necessary to contract sufficient land to make the program effective. Under department regulations, annual payment rates are set on the basis of national, state, and county average, with the county ASC office determining the rate for individual farm or part of the eligible acreage on the farm. The national average rate of conservation reserve annual payments is $13.50 per acre for contracts beginning with 1959. In Indiana the average payment rate is $lB and in Adams county the average is $19.50. The county committee sets maxium farm payment rates for all farms for which they are requested. Two rates may be set for an individual farm, depending upon

the amount and type of land offered for the program. They are: A regular rate which will apply if only part of the eligible land on the farm is put in the reserve or if all eligible land is put in, but some of it for less' than 5 years. ' e An incentive rate which will apply when all eligible land on a farm is put in the reserve for at least 5 years. This is IQ per cent higher than the regular or diversion rate and will apply to every eligible acre on the farm put in the program. This means that there will be only one rate for the farm. ' In addition, a non-diversion rate may apply to farms on which only part of the eligible land is put in the program. This rate — 50 per cent of the regular rate — does not call for a reduction in acreage of soil bank base crops on the farm. While they were acting in that fashion, he said, the status of the islands was “a legitimate subject to discuss." Just back from a campaign tour in California, Kefauver said he had been expressing hope that the Quemoy and Matsu dispute could ;be settled by negotiations and that, if these failed, the problem would be submitted to the United Nations.
