Philippines Leader Urges Defense Plan SEATO Conclave ( Opens In Bangkok BANGKOK (UPD—The Philippines today urged the Southeast Asia Treaty Organization's military advisers conference to immediately crystallize defense plans for the SEATO treaty area in the face of the Formosa crisis. I stand ready to assist you (SEATO members) to the best of. my country’s ability.” Keep Children From School In Protest Protest Transfer Os Lagro Students WABASH, Ind. <UPI> — Parents of 11 fift,h - grade pupils from Largo kept their children out of classes Monday in protest to their transfer to Lincolnville school as a means of relieving crowded conditions. Township Trustee Raymond Wilcox had arranged for 21 fifth-grad-ers to transfer from Largo to Lincolnville. But parents of some resisted and urged Wilcox to study the possibility Os holding classes in a trailer for the overflow. They also suggested using a chapel building or partitioning a gymnasium. Parents said they didn’t- mind sending their children to Lincolnville for a year on a temporary basis, but they feared once the students get settled - in the new quarters they would be kept there. Wilcox . said youngsters who made the transfer were “well pleased’ with their new quarters. Hoffa Resumes Testimony For I Rackets Group Tells Os Campaign By Union Against Car Delivery Plan • WASHINGTON < UPD—Teamster President James R. Hoffa told Senate investigators today about the big union's campaign against a drive-it-yourself system for delivering new cars, to auto dealers. The subject came up when the Senate Rackets Committee asked about a $2,000 transaction in July, 1954, in which union funds were converted into cash—apparently through purchase of a cashiers check. Hoffa explained that the money was used to biiy a Plymouth automobile for Hoffa’s home Local 299 in Detroit. At the time, he said, one auto company had instituted a program under which dealers were urged to go to Detroit and drive new care back to their home cities. This would bypass normal delivery by truck. Hoffa said the local gave him discretion on “how to whip” the system. He said he decided to buy a motion picture camera, mount it on a car, and follow a “Drive-it-Yourself” Indiana dealer back to his place of business. He said ths plan was to park a trailer in iront of the deal's establishment and invite the public to see how it was being "defrauded” into buying a “new” car that actually was "used.” Hoffa resumed his testimony amid charges by committee investigators that his picture of hirtiself as the union’s nouse cleaning champion was sharply out of focus. They took issue with Hoffa's claim Monday that he is doing an "excellent job" of ridding the union of ex - convicts, racketeers and other unsavory characters. Robert F. Kennedy, chief counsel of the rackets committee, said Hoffa's analysis of his clean - up campaign was incomplete and overlooked two important points: —"A great number” of the persons named in committee testimony as having criminal backgrounds were brought into the union by .Hoffa. —“A great number” of those still on the union payroll hold important positions in such states as Illinois, Michigan. Ohio, Indiana and Minnesota. Kennedy asserted Hoffa's housecleaning activities thus far were spurred by the board of monitors ■ appointed by a federal court to' keep watch oer the union. Hoffa, who faced more questioning today, had an answer for suggestions his clean-up efforts were motivated "by the monitors. He charged the board has been trying to “capitalize” on the situation by recommending corrective measures which he already was preparing to undertake. He and committee members spent most of Monday's session wrangling over the issue. Adams County Youth In Accident In Ohio A youth from Adams . county was involved in an accident in Delphos, 0., Saturday night. The mishap occurred at the intersection of Fifth and Main streets at 11:50 p. m. Ronald L. Rice, 18, Delphos, was eastbound on Fifth street. A car driven by Herman Witte, 18, route three, Decatur, attempted to turn south on Main street and struck the Rice car that had stopped for the traffic signal. The headlights and bumper of the Rice auto were damaged and the right door and panel of the Witte car were damaged. The Delphos police investigated the mishap. Land Value Affects Soil Bank Payments Productivity May Increase Payments Farmers who have already “reserved” part of their land under the soil bank's conservation reserve program may be eligible for the higher 1959 annual payments on the balance of their cropland if the productivity of the land warrants such increased payments, Victor Bleeke. chairman of the Adams county ASC committee, stated today. Many farmers who have conservation reserve contracts entered into in previous years may have more attractive contracts that can be offered under the 1959 program. In determining rates of annual payment, land productivity is a more important item in 1959 than in former years. In addition, the cost-share assistance for many conservation practices has been reduced beginning in 1959. Farmers with more productive and valuable land will generally find higfter rates applicable to their farms than in previous years. Nationally, the annual payment will average around $13.50 per acre, compared with the previous national average rate of $lO. As in previous years, farmers taking part in the program also receive assistance during the first year of the contract to help cover the cost of installing a conservation practice on the “reserved” land. The chairman explained that no change can be made in the level of annual payments to be made under an already-existing conservation reserve contract. During the past three years, farmers have entered into soil bank contracts voluntarily under the then-pre-vailing, rate of payment. For farmers who would like to put their entire farm in the conservation reserve, the higher rate "Ofannual payments may be available for eligible land not already i in the program and an additional incentive payment of 10 percent above the normal rates will be made if all the eligible land is put in the program for at least five years. Chairman Bleeke reminded farmers that the conservation reserve will be the only soil bank program available in 1959. The acreage reserve for allotment crops is being discontinued after 1958. Facing Sentence For Leaving Wreck Scene FORT WAYNE. Ind. (UPD —An eldtrly mother of nine children will be sentenced by Allen Circuit Judge William H. Schannen Thursday following her guilty plea late Monday to charges of leaving the scene of a fatal traffic accident. Mrs. Elizabeth M. Allen, 67, Churubusco, was arraigned Monday in connection with the death of Mrs. Anna Eichler, 78, Fort Wayne, Aug. 24. A hit-run car struck and killed Mrs. Eichler as she walked along Ind. 3 near here. Mrs. Allen was arrested about two weeks after the accident.
Five Are Fined For Traffic Violations Five Are Arraigned In Justice Court Five persons appeared in justice of the peace court Monday in answer to charges filed against them recently by law officers. All were fined $16.75 each for the different offenses. Harold V, Geron, 33, Springfield, O. t was found guilty on the charge of speeding that was filed against him Thursday. He was arrested by the state police in Pleasant Mills. Vidal M. Villagomez, 53, route two, Berne, pleaded guilty to a charge of failure to stop at a posted stop sign. The arrest occurred at the intersection of U. S. 27 and Washington street Sunday. John M. Macy, 40. Monroe, was arrested Tuesday for speeding on U. S. 27. He was fined for the offense after found guilty. Roger Schlickman, 17, v route two, Decatur, pleaded guilty to failure to yield right of way to another vehicle. Five-Year-Old Boy Suffocated In Bag FRANKFORT, Ind. tUPI) — Michael David Crane, 5, Clarks Hill, Monday suffocated when he placed his head in a plastic bag while playing, Clinton County coroner Luther Hartman ruled. Hartman said the boy's mother, Mrs. Morris Crane, found the boy in the yard tried artificial respiration, but failed to revive him. Michael was pronounced dead in nearby Colfax. Indicted Policeman Pleads Not Guilty FOR TWAYNE, Ind. (UPD - Roland M. Lapp, Jr., 28, one of eight former Fort Wayne policemen accused of operating a burglary ring, pleaded innocent Monday. Lapp waived a jury trial, but no trial date was set pending arraignment other men on the same indictment Thursday. About 75 burglaries in and near Fort Wayne were solved in June when eight policemen and former policemen confessed the thefts.
