Soil Bank Is Open For Eligible Land Land Is Defined By ASC Chairman Any farmer who has cropland which is regularly used for cultivated crops or tame hay is eligible to participate in the 1959 conservation reserve of the soil bank, Victor Bleeke, chairman of the agricultural stabilization and conservation committee, announced today. Using conservation reserve regulations, the chairman defines “eligible” and “ineligible” land for the program as follows: eligible land includes: <l> any land from which a crop was harvested or which was in regular crop rotation in 1958. and (2) land from which tame hay was harvested for hay or silage in either 1957 or 1958. Tame hay is defined as "a stand of perennial grasses or legumes normally established for hay by land preparation and seeding." Non-eligible land includes: (1) that planted to small fruits, vineyards, nursery stock, orchard or nut trees, and land between rows of these crops; (2) any land owned by the federal government or St corporation wholly owned by the federal, government; and <3) land in noncrop open pasture, range, wood. , qr in the farmstead. In Adams county, Bleeke said, the smallest amount of land that can be put in the conservation reserve is five acres. Attica Man Killed As Train Hits Car LAFAYETTE. Ind. (UPI) —Raymond Vanta, 58, Attica, was killed today when his automobile appearently stalled oq the Wabash Railroad tracks west of West Point and was struck by a passenger train. The accident happened at the Flint Rd. crossing. Anti-Worm Drug Is Developed By Firm Tablet Discovered During Experiments INDIANAPOLIS (UPI) — One of the nation's leading drug firms says it has developed an antiworm medicine designed to strengthen the health, energy and productivity of millions of persons. Eli Lilly & Co., the No. 1 producer of Salk anti-polio vaccine, says the new drug, Delvex, destroys or eliminates four intestinal parasites which cause more than half of the world population's worm infections. Delvex, a specially coated tablet, was discovered in animal experiments in the firm’s research laboratories. It kills or eliminates whipworm. threadworm, large roundworm and pinworm. Lilly spokesmen pointed out this is the first time an “effective and practical” treatment has been discovered for whipworm and threadworm. “In the case of whipworm.” the announcement said, “the need for such an agent was acute. Whipworm causes nearly a sixth of the world's (parasitic intestinal) infections. In massive infestations, its effects are serious and frequently fatal.” The effectiveness of the drug, a blue dye, was first demonstratd in animals. Demonstrations and other studies were made subsequently at Louisiana State University. Lilly also brought scientists from abroad into clinical studies covering thousands of cases. Lilly claims the drug “has been very nearly 100 per cent successful” in eliminating pinworms, which have infected more than 18 million persons in this country and Canada.
Eisenhower Plans Khrushchev Reply To Reply To Letter On Formosa Crisis NEWPORT, R.T. (UPl)—President Eisenhower will reply within 24 hours to Soviet Premier Nikita S; Khrushchev's recent letter on the Formosa Strait crisis, the White House said today. Indications were that the reply already was in of being delivered through the U.S. embassy ih Moscow. However, its publication here was not expected before Saturday. White House Press Secretary James C. Hagerty disclosed the imminence of the reply to the Kremlin shortly after the President returned here from Washington and resumed his vacation. In a nationwide speech from the White House Thursday night, Eisenhower promised the nation there would be no “Western Pacific Munich” in the Formosa Strait crisis. In a lengthy communication received by the President last Monday. Khrushchev warned that an attack on Red China would be considered an attack on Russia. The Soviet leader also called for withdrawal of U.S. forces from the Formosa area in the interest of a stable peace He accused the United States of resorting to intimidation and blackmail. In a preliminary response to the Khrushchev letter, the President in a White House statement Monday called upon Russia to restrain Red China from invading the Nationalist-held islands off the Chinese mainland. Hagerty said telegrams received by the White House so far on the President's speech Thursday night were running about 2-1 in favor of ’ Eisenhower’s position. Gov. Faubus Not Surprised Over Decision Arkansas Governor Expected Court To Order Integration LITTLE ROCK, Ark. (UPD — “That was not unexpected.” Gov. | Orval E. faubus said today when he heard that the U.S. Supreme Court had ordered integration to proceed at Central High School. Mrs. Daisy Dates, head of the NAACP in Little Rock, was in a meeting with Clarence Laws, southwestern field representative of the NAACP, and other Negro leaders when the decision came down. Thy had heard the news, but declined to comment immediately. "It is unfortunate,” Lt. Gov. Nathan Gordon said. "The Supreme Court has defied all reason and decency by ordering gunpoint integration of our ■ schools regardless of how the people feel about the matter,” said the Rev. Wesley Pruden, president of the segregationist Capital Citizens’ Council. "Tragic as it is. it could work to our advantage. For it gives us the showdown now while we have a courageous man like Gov. Orval Faubus to lead us, rather than 214 years from now, when the picture might be changed. “The South will not accept this outrage which a Communist dominated government is trying to lay on us. “We will carry on the fight for our freedom to govern ourselves for a thousand years if necessary. And posterity will say of us, ‘This was our finest hour’.” Carroll Hollensworth, dean of the Arkansas House and a powerful Democratic political figure, said: “What has struck the nation solidly is that what the President calls the law of the land is not the law of the land in Texas, is not the law of thedandinLouisiana, or Florida, or South Carolina, or Georgia, or Alabama or Arkansas.”
Democrats May Gain 21 Seats In House Election In Maine Points To Victory United Press International WASHINGTON (UPD—By rule of thumb based on last Monday’s state of Maine election, the Democratic Party should gain at least 21 seats in the House of Representatives in next November’s polling. * » The Democrats gained one seat Monday in Maine's Ist District which has been represented by Republican Rep. Robert Hale since Jan. 3, 1943. Hale was defeated by Democrat James C. Oliver by nearly 8,000 votes of approximately 106,000 cast. Os all the Republican seats in the present House, Hale's was won two years ago by the least margin. His bulge over Oliver in 1956, as determined by a House Committee. was 111 votes. Maine’s Ist. therefore, was notable after 1956 among what politicians call marginal districts. A marginal district is one in which the winner obtains 55 per cent or .less than the total vote. Thirty-eight Republicans, including Hale, from 21 states hold such marginal seats in the present House. Fifty-one Democrats from 28 states won marginal district elections -two years ago. One Down, 20 to Go It is among the marginal seats of the opposition that each party always expects to make its principal gains, if any. Shifts in the balance of the political substructure are felt first and most forcibly in these see-saw districts. The difference between Hale’s margin of 111 votes in 1956 and Oliver's bulge of nearly 8.000 last Monday suggests that a movement is underway in the basic political substructure of the United States. It is a movement in the direction of a big Democratic victory next November, the Democrats having already gained one marginal Republican district with 20 to go. States in which Republican representatives hold marginal seats are widely scattered excluding, of course, the South. In addition to Maine, they are: Arizona, California, Colorado. Connecticut, Delaware. Illinois. Nebraska. New Jersey. New York. Oregon. Pennsylvania, Washington and West Virginia. There are 233 Democrats, 198 Republicans and 4 vacancies in I the present House. A 21-district Hoss would reduce the Republicans |to 177 seats and increase i cratic seats to 254. excluding the I members returned from the current vacancies. Little Recent Success I That would not be a low point i for Republicans in the House. ■ Democrats held 322 seats, Republicans 102 after the 1934 congres- : sional elections in which the GOP ; first felt the impact of FDR's New Deal coalition of Democrats and left wingers. The remaining seats were held by left wing splinter parties. Worse was awaiting the Republicans. however. They were able in 1936 to elect only 88 U S. representatives, That was the year in which FDR won the electoral | votes of 46 states against Alf. M. I Landon, of Kansas. It enabled James A. Farley to wisecrack: “As goes Maine, so goes Vermont.” The Republican Party has notachieved a solid political success in 30 years, not since 1928 when Herbert Hoover was elected president and Congress was maintained in Republican control. FDR's political magic hexed the Republicans. He made of the GOP a minority party and so it reI mains, as will be demonstrated by the polling Nov. 4. The price of a single U. Dqcqtur Flight Os Reserve Discontinued The Decatur flight of the Air Force reserve has been discontinued after only a year's operation because of the reduced manpower strength of the reserve, Capt. Kenneth Watkins, former commander of the group, said today. Each year a “war plan” for the reserves is formulated, and this year the manpower reduction was so great that units at Decatur and Huntington were cancelled in northeastern Indiana. A re-evaluation by the air force is still possible, and the flight may be started at any time. There were 11 men in the flight here, and they met weekly during the school year at the Decatur Youth and Community Center. Temperatures Up In Nation's Midsection Temperatures Rise After Cool Front United Press International Temperatures began to rise today in the nation’s midsection in the wake of a cool front which banged into a summer warm air mass, then slid off to the east. The collision Thursday touched off rain along a band from Texas to the Carolinas while a companion weather pattern soaked the Southwest. + A record downpour ended Thursday in El Paso, Tex., where flash floods rolled down Mt. Franklin, swelling the Rio Grande River and chasing about 200 persons from their homes. Army trucks from Ft. Bliss arrived on the scene with 9,000 sandbags to shore up lowlands along the river in the wake of s’i inches of rain. Cleanups were under way with about 40 persons still housed in a downtown Red Cross shelter. Partly cloudy skies promised more rain today. Showers slackened during the night with major rainfall at Greenwood, Miss., where nearly 1 inch fell. Tuscaloosa, Ala., with more than Vz inch and Roswell, N.M., about inch. The cool aid blanket stretched from the lower Great Lakes into the north Atlantic states early today with readings in the 40s. Scattered frost warnings were out for areas expected to dip to the 30s. The upper Mississippi Valley thawed into the 50s and readings in the 60s were common along the Ohio Valley and eastward to the Atlantic. Most readings were 10 to 20 degrees higher than 24 hours earlier. A warming trend was expected to move into the New England area today as the cold air disappeared, but a fresh supply of cool air was moving into the Dakotas and Minnesota.

Alberson Guilty On Manslaughter Charge FORT.WAYNE, Ind. <UPU — A jury of 8 men and 4 women found Audrey Alberson, 45, Fort Wayne, guilty on a manslaughter charge late Thursday in the fatal beating of his wife. Grace Ann, last March 5. Alien Circuit Judge William H. Schannen sentenced Alberson to 2 to 21 years in the Indiana State Prison.

Mike Mansfield (D-Mont.), a member of the Senate Foreign Relations Committee and critic of the administration’s foreign policy, said he hoped the President would call congressional leaders of both parties back to Washington if he were approaching “a decision on this vital matter.” No Retreat “Today, the Chinese Communists announce, repeatedly and officially. that their military operations against Quemoy are preliminary to attack on Formosa,” the President declared. "So it is clear that the Formosa Strait resolution of 1955 applies to the present situation.” He said he interpreted the joint resolution as requiring him “not to make absolute advance commitments, but to use my judgment according to the circumstances of the time." But, he said the statement did carry a clear meaning to the Chinese Communists and to the Soviet Union. “There will be no retreat in the face of armed aggression, which is part and parcel of a continuing program of using armed forces to 'conquer new regions,” he said. Approximately 4.8 trillion cubic feet of natural gas were marketed in Texas during 1957.
