Benson's Bill, Lower Supports, Passes Senate Ike Gets Bill For 65% Parity On Corn Next Year WASHINGTON (UPI) — An administration-directed farm bill negotiated its final congressional hurdle Monday night after weeks of uncertainty and was sent to President Eisenhower for signature. The Senate by voice vote passed the compromise measure which permits Agriculture Secretary Ezra T. Benson to drop minimum price supports to as low as 65 per cent for corn next year and for rice and cotton in 1962. Although bitterly assailed by farm state Democrats and Republicans, Congress passed the bill to forestall heavy cutbacks in cotton and rice planting allotments next year. The cuts would have occurred automatically if Congress approved no farm legislation this session. , The measure was regarded as a major victory for Benson, who said the bill “contains many for-ward-looking provisions which will give our nation’s farmers and ranchers more freedom to plant, to market, to complete and to make their own decisions.” Eisenhower was certain to sign the measure which was worked

The Senate approved the masure after backing down from its original demand for a conference committee iron out differences between House and Senate versions of farm legislation. Speaker Sam Rayburn had said there would be no farm legislation this session unless it did. The bill retains the present parity concept as a basis for price supports. The Senate version would have replaced that supports based on average crop prices in the three preceding years. Benson conceded the bill was not all the administration sought. But he said it was based “on the sound principle uiat a wider range of price supports will lead to expanded markets for this nation’s abundant agricultural products." He said the measure would make cotton more competitive i with synthetic fibers, widen the 1 range of price supports for cotton 1 and rice and give corn growers a s chance to decide on acreage re- > strictions. In terms of parity the new bill would permit supports for corn to 1 be cut to the lowest level since i 1939 and supports for cotton to the - lowest level since 1940. Parity is i a legal yardstick for measuring -a “fair” price for farmers, taking r into account me prices he pays for the things he buys. f Cotton this year is pegged at 81 - per cent, corn at 77 per eent, and > rice at 75 per cent of parity, uni der a flexible scale which allows t supports for basic crops to range - from 75 to 90 per cent of parity, 5 depending on supplies. s Before the Senate acted, Sen. Hubert H.
