Tollway System To Be Open Wednesday Complete First Leg Os Illinois System CHICAGO (UPD — A twinribboned speedway, the first com-' pleted leg of_ Illinois’ new 187-mile, $441,000,000 tollway system, will be turned over to motorists Wednesday. The four-to-six-lane, limited - access N ort hwest Tollway stretches 76 miles across the-corn, soybean and d|iry country of northern Illinois from the northwestern outskirts of Chicago to a point near the Wisconsin state line at South Beloit. Gov. William G. Stratton, leading a several-hundred-car caravan, will preside at ribbon-cutting ceremonies in towns and cities along the right-of-way 23 months after he broke first ground for the project. A second section of the tollway system will be opened to traffic Aug. 27. It is a 30-mile connection between Edens Expressway, which serves Chicago's north shore suburbs, and U.S. 41 at the Wisconsin line. At the outset, Chicago - bound tollway travelers on both the Northwest Tollway and the Edens Expressway - to - Wisconsin line segment of the Tri-State Tollway will find themselves dumped off the high-speed expressways into a maze of traffic - clogged streets miles from the downtown “Loop.” But eventually—by 1960 or 1961 —they will roll to the heart of the city over the toll-free Northwest Expressway now being construct-’ ed by Chicago and Cook County. Charles L. Dearing, executive director of the Illinois State Toll Highway Commission, promised that the remainder of the tollway system will be opened to use by next Jan. 1. These projects include completion of the 'Tri-State Tollway, a “belt” road from the Wisconsin line south of Milwaukee around the Chicago metropolitan area to the Indiana line—and an East-West Tollway running west from the Tri-State Tollway to Aurora. Motorists eventually will be able to drive over high-speed, limitedaccess roads from New England to Madison, Wis. Indiana now is building a connecting link between the Indiana toll road and the Illinois tollway, and a superhighway between Madison and the North- | west Tollway at South Beloit is scheduled for completion within three years. The Northwest Toljway cost $88,884,000 of the $441,279,000 in revenue bonds issued by the Toll Highway Commission, a state administrative agency set up by the Illinois Legislature in 1953. Northwest of Chicago the tollway skirts the northern Illinois cities of Elgin, Belvidere and Rockford. Commission officials estimate that the road, which features complete elimination of stoplights, grade intersections, railroad crossings, sharp curves, steep grades and no-passing zone, will save motorists up to an hour between South Beloit and Chicago. Toll rate will range from approximately 2 cents per mile for passenger cars to 6 cents per mile for vehicles with five or more axles. Driver Is Arrested On Speeding Charge Cletus Joseph Girardot, Monroeville, is scheduled to appear in justice of the peace court today to answer to a charge of speeding in a posted zone. City police apprehended Girardot Sunday for traveling 45 miles an hour in a zone posted for 30 miles per hour on Thirteenth street.
