To figure out what your taxes would be under the 1959 proposed assessment, find out from the county assessor the assessed value of all your real and personal property. Deduct from your real property assessment only any mortgage or old age exemption for which you have filed, and which you have obtained. Deduct from both real and personal property assessments any, disabled soldier, veteran, widow’s or blind exemption which you have obtained. Add the totals of these two figures, mark off two decimal points to allow for the hundred dollars valuation, and multiply the adjusted assessment times the proposed rate for the taxing unit in which your property is taxed. This will give you your proposed tax. Each piece of property held in a different taxing unit, such as Decatur-Root, Decatur-Washington, or Washington township, must, of course, be figured separately. The above rates are proposed rates, and may be lowered by ac-| tion of the state on the state tax rate, the county council on the county rate, and the tax adjustment board or state board of tax commissioners for the county, city, library, school, town and township rates, after public hearings. Each unit holds public hearings, at which comment is invited, and the date for each hearing on the budget is published in legal advertisements in the Decatur Daily Democrat. In addition to the property tax rate, poll taxes on each male between 21 and 50 years of age not on active service are also levied. Returns from 120 of the 143 districts in New York’s 16th District (Harlem) which Powell has represented in Congress the past 14 years gave him 11,796 votes to 4,138 for Brown, a city councilman who is also a Negro. The overwhelming victory by the 49-year-old Baptist minister was a severe blow to Tammany Hall, the New York County Democratic organization, and to the prestige of its leader. Carmine G. De Sapio, one of the hation's most influential Democrats. Some observers had expected Powell's recent indictment on charges of income tax evasion would affect his vote-pulling power.
