OVER MILLION (Coatinned feom page one) set up which would meet the requirements necessary i for federal aid- So it was suggested that they work be done through the AdamsJay county commissioners. Drafts for this were sent to Orison Stolz Dec. 17. These were to be submitted to the Adams-Jay county commissioners, signed and returned to the army engineers. When this is done, Col. Edward D. Comm, district engineer, will request planning funds. Surveys and studies would be made to determine the extent and cost of the work needed, as well as its economic justification. If aacepted as a project, it would be submitted to the chief of engineers for review and consideration. However, the project has hung fire since that time. The county commissioners received the petition. Under the law, before the ■ federal government will act, the local government must agree to three things: (1) provide without cost to the U. S. all the lands, easements, and rights of way necessary for the work; (2) take responsibility for any damage suits; (3) maintain and operate all works after completion according to regulations. The commissioners decided, upon consultation, that this was too vagiie an agreement. No estimates of costs to the county were given. Too little was known about the proposition. Reports concerning the interest of the Jay county commissioners in the project varied from “intense” to "none.** Meanwhile, the Jay-Adams association has applied for ACP payments to help them complete the 1,300 foot channel around the major drift. This will help some of the farms, but will not help all of them, of course. The application was made jointly in Adams and Jay counties, and the ASC committees from both counties met at the site, and discussed the project. The project is now being administered entirely through the Adams county office, but half the funds will come from Jay county ACP appropriations. The two county committees approved $2,500 in aid, about onehalf the cost of the work. But the chanel will have to meet the specifications of the SCS district, engineer. So, the group cannot finish work on the channel until th* engineer makes a survey. High water this spring prevented the engineer, Waldo Bfailey, from doing any work on the project, and he has not yet returned to start the survey. Two men from the Adams county SCS office will work full time with him to finish the survey as quickly as possible. It must then be approved by the Indiana flood control commission and the state ASC board. J. C. Craig, area conservationist of the U. S. soil conservation service, and R. H. Austin, U. S. state conservation engineer, have already inspected the area, and recommended action. At the same time, one of the tributary groups, the Weidler levee association on the Long-Amstutz ditch which drains into the Wabash, has also applied for federal aid, but under a different law. This would include long-range conservation in the entire drainage area, and will probably take about five years to completely put into operation. Many agencies ate now interested in one or another of the flood relief problems in Adams county. But the work is barely started, and years from completion. By the Democratic process, much more interest on the part of Adams county residents must be shown to speed up the work. Completion of the work will certainly increase the value of crops in the county, and give farmers a ] stronger buying power; it will increase the value of land in the townships through which the rivers and creeks aided run, and will improve the ability of the county to help itself in the future.
